Efficient Political Equilibria and Resource Policy under a Myopic Government

국문 초록

이론적으로 다양한 경제 및 정치적 상황을 잘 설명할 수 있음에도 불구하고, 동태적 공동대리인 이론 구조(the dynamic common agency framework)를 응용하는 대부분의 연구들은 모형을 구성하고 있는 선호체계나 경제주체들의 행동 선택 공간(the action space)에 어떤 형태의 제약을 가지고 있다. 이는 공동대리인 구조에서 선택될 수 있는 다양한 균형들에서 가장 효율저거 결과를 가져오는 것으로 알려진 Bernheim and Whinston (1986) 의 "Truthful" 균형을 동태적으로 규명하는데 많은 어려움이 따른다는 것을 의미한다. 따라서 이러한 동태적 어려움을 고려하여 본 논문에서는 2 기간 중첩세대 모형을 통하여 자원사용에 관한 세대 간의 갈등문제를 설명하는데 있어서 "Truthful" 균형을 설명하고자 한다. 본 논문에서는 공동대리인 모형에서 주인역할을 하는 각 세대를 대표하는 이익단체(interest groups)의 선호가 비선형이며, 대리인 역할을 하는 정부(정책입안자, 정치인)의 생애주기가 1 기간인 경우를 고려한다. "Truthful" 전략을 통하여 설명되는 정치적 균형은 시뮬레이션을 통하여 규명하였으며, Hwang and Magris(2005)에서 규명된 바 있는 "Take It Or Leave It(TIOLI)" 균형과 비교되었다. 시뮬레이션에서는 "Truthful" 균형이 "Take It Or Leave It(TIOLI)" 균형보다 효율적인 것으로 나타났다. 그러나 궁극적으로 두 균형의 차이는 세대간 정치적 타협(political compromise)의 논리와 partisan 정치(partisan politics) 논리의 차이에 기안하는 것으로 나타났다.

영문 초록

Despite its theoretical flexibility, most studies applying the dynamic common agency framework have adopted some restrictions on the preferences and the action space as a simpler way of characterising "truthful" equilibria mainly due to its dynamic complexity. In this paper, we present a simple two- period version of the overlapping generation model in order to study intergenerational conflicts in resource use. The model assumes usual non-linear preferences for interest groups and a short-lived government and we study, through simulation, the political equilibria in truthful strategies, as suggested by Bernheim and Whinston (1986). In contrast to the "Take It Or Leave It(TIOLl)" equilibrium analysed in Hwang and Magris(2005), the truthful equilibrium is efficient. The comparison between the truthful and the TIOLl equilibrium highlights the difference between the logic of political compromise and that of partisan politics.
