국가수준학업성취도평가를 위한 장애학생의 대체사정에 대한 고찰

국문 초록

국가는 체계적인 관리를 통하여 장애학생을 포함한 모든 학생들의 보다 높은 학업성취를 보장하는 책무성을 지닌다. 이와 같은 장애학생들에 대한 국가의 교육책무성과 관련하여 미국에서는 지난 10여년 동안 연방법을 근거로 대체사정의 개념, 유형, 및 절차 등을 체계적으로 갖추어 가고 있다. 그러나 우리나라에서는 국가의 교육책무성과 관련하여 실시되는 국가수준학업성취도평가에 장애학생들의 참여가 법적으로 보장받지 못하고 있을 뿐 아니라 대체사정의 개념이나 유형에 대한 이해도 부족한 실정이다. 따라서 본 연구는 미국이 현재의 대체사정을 도입하기까지의 배경 및 미국에서 현재 실시되고 있는 세 가지 유형을 관련 연방법에 근거하여 살펴보고 우리나라의 대체사정 방안을 모색함에 있어 고려해야 할 시사점을 도출하고자 하였다. 이를 위해 미국의 대체사정 도입배경은 네 시기(1990년대 전반기, 1990년대 후반기, 2000년대 전반기, 2000년대 후반기)로 나누어 법적 근거를 중심으로 알아보았으며 대체사정의 유형은 각 하위유형(AA-GLAS, AA-MAS, AA-AAS)에 대한 도입시기, 대상학생, 학업기준, 사정방법, 적정 연간진보 산출을 중심으로 살펴보았다. 이러한 내용들을 근거로 우리나라의 대체사정 방안모색을 위한 다섯 가지 시사점이 제시되었다: 1) 대체사정의 개념 정립, 2) 대체사정의 유형 정립, 3) 개별화교육계획과 국가수준학업성취도평가의 관계 정립, 4) 장애학생의 국가수준학업성취도평가의 제도적 절차 마련, 5) 장애학생의 국가수준학업성취도평가 참여를 위한 법적 근거 마련.

영문 초록

A nation has an accountability to ensure higher academic achievement of all students including those with disabilities. Related to this accountability, in the United States, over the past 10 years alternate assessments have been systematically developed based on federal laws. However, in Korea, not only there is no law that can ensure for students with disabilities to participate in nationwide academic achievement evaluation but also there is lack of understanding the concept and types of alternate assessments. Therefore, this study aimed to review the background and three types of alternate assessments based America's federal laws and to draw considerations for developing alternate assessments for students with disabilities. As results of this study, five considerations were suggested: 1) Establishing the concept of alternate assessments, 2) Establishing the types of alternate assessments, 3) Establishing the relationships between IEP and nationwide academic achievement evaluation, 4) Developing the procedures of each type of alternate assessments, and 5) Developing legal requirements on nationwide academic achievement evaluation for students with disabilities.
