국문 초록

이 연구는 고등학교의 교육력 강화를 위한 고교 졸업요건 설정 방안을 모색해 보기 위해 수행되었으며, 최근 정부가 발표한 고등학교 선진화 정책과 관련해 졸업요건 설정 방안을 탐색해 정책아이디어를 제공하는데 그 목적을 두고 있다. 이 연구에서는 고교 교육 선진화를 위한 교육력 강화방안을 살펴보고, 고교 졸업요건제 도입의 배경과 그 필요성, 고교 졸업요건제 도입의 선결요건, 고교 졸업요건 설정 방안을 탐색하였다. 먼저, 고등학교에서의 졸업요건제 시행이 성공적으로 안착되기 위해 필요한 선결요건으로는 초등학교 단계부터 학생의 기초학력에 대한 체계적 관리, 학생의 과목 선택권 보장, 교과별 성취기준 개발, 교사의 평가전문성 제고, 졸업요건제 도입 취지에 대한 충분한 사전 홍보 등을 제시하였다. 이러한 선결요건들을 토대로 국가수준에서 학교의 내신 성적을 기준으로 졸업요건을 설정하여 운영하는 방안과 국가수준에서 외부의 표준화 성취도검사 결과를 기준으로 졸업요건을 설정하여 운영하는 방안, 그리고 국가가 아닌 시․도교육청이나 단위학교수준에서 자체적으로 졸업요건을 설정하여 운영하는 방안으로 졸업요건 설정 방안을 구안해본 다음, 이들 각각의 방안을 다시 두 가지씩 세분하여 총 6개 방안으로 구체화하였다. 그리고 이들 6개 방안의 장단점을 분석하고, 델파이조사를 통해 6개 방안에 대한 전문가의견을 수집해 분석하였다.

영문 초록

This study was performed in order to explore how to introduce the high school graduation requirements in order to strengthen the education power of high schools. Specifically, it aimed to examine the possible ways to set up the graduation requirements in relation to the recently announced Korean government's policy of high school advancement plan, to draw the relevant policy issues and to discuss possible solutions to these. To do this, we examined the government policy of high school advancement plan at first and then explored why the introduction of new high school graduation requirements is necessary, what should be done before these are introduced, how these can be set up and operated, how the student evaluation and the way to state student academic records in schools should be changed, and what should be done in order to successfully sustain the high school graduation requirements. Through the delphi survey, we proposed six possible ways to set up the high school graduation requirements, based on the who set up the high school graduation requirements - the national government, local authorities of education, and schools - and what kinds of criteria - school records of subject matters and the nationwide standardized test scores - are used to set up the high school graduation requirements. The six possible ways to set up the high school graduation requirements are as follows: (1) setting up the nationwide high school graduation requirements in terms of school records of the entire subject matters (plan 1-1), (2) setting up the nationwide high school graduation requirements in terms of school records of the main subject matters (plan 1-2), (3) setting up the nationwide high school graduation requirements in terms of the nationwide standardized test scores only (plan 2-1), (4) setting up the nationwide high school graduation requirements in terms of both the nationwide standardized test scores and school records of the entire subject matters (plan 2-2), (5) setting up the high school graduation requirements in the level of local authorities of education (plan 3-1), and (6) setting up the nationwide high school graduation requirements in the level of individual schools (plan 3-2). For each of these six possible ways to set up the high school graduation requirements, we explored the specific details necessary to successfully implement these requirements at schools. Especially, the specific ways to state the students' academic records at schools are examined and the other things to be prepared to successfully facilitate the transition from the current norm-referenced evaluation to the criterion-referenced evaluation at high schools.
