국문 초록

이 연구는 지방교육자치 구조의 변화가 지방교육재정에 미치는 영향을 분석한 후, 지방교육재정의 과제를 제시하는 데 목적이 있다. 지방교육자치 구조의 변화가 지방교육재정에 미칠 영향을 지방교육예산 편성과정, 지방교육예산 심의과정, 지방교육재원 확보과정으로 구분하여 분석하였다. 지방교육예산 편성과정의 과제로는 사업비총량제나 사업일몰제 등과 같은 사업예산을 억제하는 제도의 도입, 사업별 예산과 성과관리제도의 연계.운영 등을, 지방교육예산 심의과정의 과제로는 교육상임위원회에 교육경력의원 우선 배정제 도입, 시·도교육청 예.결산자문위원회 활성화, 일반회계로 부터의 전입금 예산 편성시 시도지사와 협의규정 폐지 등을, 지방교육재원확보과정의 과제로는 지방교육세 관할권의 확보, 지방교육세원의 독립세원화, 지방교육행정협의회 설치 규정의 구체화 등을 제시하였다.

영문 초록

The purposes of the study are to analyze the influences of local education finance by the change of local educational autonomy system and to propose the tasks of local educational finance. The influences of local education finance by the change of local educational autonomy system was analyzed by the process of drafting education budget, the process of deliberating education budget, and the process of securing education financial resources. The proposed tasks of local educational finance are as follows. The tasks of drafting education budget are establishment of the new enterprise restraint system, for example, total amount system of enterprise expense, enterprise sunset system, and linkage of program budget system and performance management system. The tasks of deliberating education budget are introduction of preference arrangement plan which posts education career member to education standing committee, revitalization of the advisory committee on education budget and settlement, and abolition of the regulation which discusses transfer budget from general account with a provincial governor. The tasks of securing education financial resources are acquisition of the jurisdiction of local education tax, conversion to the independent object of local education taxation, embodiment of establishment article of a local education administration council.
