미국의 고부담 시험의 가능성과 한계

국문 초록

이 연구는 시험의 결과가 수험자의 인생을 바꿀 정도로 중요한 결정을 내리는데 활용되는 시험제도를 가지고 있는 미국의 고부담 시험의 가능성과 한계를 논의하는 것이다. 이를 위해 우선 고부담 시험의 의미를 고찰하고, 고부담 시험의 기원과 역사를 개관하였다. 그 후에 고부담 시험의 가능성과 한계를 검토하고, 마지막으로 우리나라에서의 바람직한 시험의 방향 정립을 위한 논의와 시사점을 개진하였다. 고부담 시험은 시험의 결과가 수험자인 개인이나 학교에 중요한 영향을 미치는 시험으로, 시험 성적으로 졸업장 수여의 여부, 유급이나 진급의 여부뿐만 아니라, 학교에 대한 예산 지원이나 심지어는 학교의 폐쇄까지 결정한다. 고부담 시험은 교육의 책무성과 밀접한 관계 속에서 발전되어 왔다. 고부담 시험의 효과에 대해서는 아직도 일관된 결론이 없으며, 다양한 교육의 공급자들이 학생들의 학업성취에 관심을 가지고 노력하여 소기의 목적을 달성하고 있다는 주장과 더불어, 여러 가지 비교육적인 관행을 초래하여 학교교육을 황폐화하고 있다는 우려도 지적되고 있다. 앞으로 한국의 바람직한 고부담 시험을 위하여 우선, 국가와 교육청은 학생들이 성취해야 할 최소 기준의 목표를 성취기준의 형식으로 분명하게 제시해 줄 필요가 있으며, 시험의 내용과 방법도 미래지향적으로 변화되지 않으면 안 될 것이다. 그리고 평가의 주체도 국가 위주에서 지역교육청이나 단위학교의 역할을 중시하는 다각적인 접근이 필요하며, 지시기반 사회에 걸 맞는 인재양성을 위한 새로운 평가체제를 고안하지 않으면 안 될 것이다.

영문 초록

Test is a common and important part of schooling, regarded as a tool that measures a specific body of knowledge, skills, abilities or an attribute. Tests are considered ‘high stakes’ because they are used in making decisions about which students will be promoted or retained in grade and which will receive high school diplomas. The domain or high stakes teats are defined by the standards or the curriculum frameworks established by the state department of education in U.S.. The valuable effects high stakes testing can potentially take have been recognized in making requirements concrete, in increasing the value of a diploma and academic achievement of students, and in motivating students and educators alike to work to higher standards. At the same time, educational testing is a complicated endeavor, that reality can fall far short of the model, and that testing cannot by itself provide the desired benefits. If testing is improperly used, it can have negative effects, such as encouraging school leaving, which can hit disadvantaged students hardest. Korea needs to develop the comprehensive testing policy. Ministry of Education, Science and Technology and Regional Office of Education should adopt standards for which students should know and be able to do. Educators should strive to bring the curriculum, teaching, and testing into alignment with the standards. Testing also needs to reflect the future oriented education in contents and ways of high stake testing. Especially, teacher’s role and school records should be weighted more than one time test result in making crucial decisions about test takers
