국문 초록

장애나 장애 위험으로 인하여 발달상의 지체를 경험하고 있는 만 3세 미만의 영아들은 학령기나 유아기 장애 아동들과는 다른 특수교육 및 관련 서비스를 필요로 하며, 이러한 서비스는 조기 개입(early intervention)으로 총칭되고 있다. 발달지체 영아들을 위한 적절한 서비스 제공의 필요성과 중요성은 이미 많은 연구들을 통하여 입증된 바 있으며, 그 사회․경제적인 혜택에 대해서도 잘 알려져 있다. 그러나 우리나라는 아직까지 이들을 위한 서비스 지원 체계를 구축하지 못하고 있는 실정이며, 이러한 서비스를 필요로 하는 영아들이 얼마나 많은지 조차도 파악하지 못하고 있는 실정이다. 그러므로 본 연구에서는 현재 진행되고 있는 발달지체 영아들을 위한 조기 개입 서비스의 현황을 알아보고 프로그램을 운영하고 있는 기관들의 욕구가 어떠한지 알아보는 것을 목적으로 하였으며, 수집된 자료를 근거로 하여 지원 체계 구축을 위한 서비스의 양적․질적 측면의 시사점들을 논의하였다.

영문 초록

This study investigated the current practice and program needs of early intervention for infants and toddlers with developmental delays in Korea. A questionnaire was developed and mailed to 188 institutions across the country, including special preschools, welfare centers, private early learning centers, and daycare centers for children with disabilities. Based on the responses from 188 institutions, the current status of present practices and program needs of early intervention service for infants and toddlers with developmental delays were analyzed. Implications for developing the support system for children under age three, who were eligible for special education, were discussed in terms of the following three factors: (1) expanding the field of early intervention and ensuring the rights of children under age three for the access to the appropriate service; (2) improving the quality of early intervention service, including curriculum development, qualified professionals, environmental engineering etc.; (3) ensuring collaboration between infrastructures when developing a structural system of delivering early intervention service.
