스웨덴 상속증여세 폐지정책의 정치경제학적 의미와 한국에의 시사성

국문 초록

스웨덴은 ‘높은 세부담과 관대한 복지국가’이며, 조세정책에서는 형평성을 중시하는 국가로 잘 알려져 있다. 그러나 일반적인 인식과는 달리 2005년에 상속증여세를 폐지하였다. 일반적으로 상속증여세는 효율성보다는 형평성 차원에서 이들 세목을 강화해야 한다는 국민들의 선호가 나타나는 경향이 있다. 그러나 스웨덴 국민들은 상속 및 증여세에 대해서 대폭 세부담을 낮추거나 폐지해야 한다는 의견이 지배적이었다. 이러한 국민들의 선호형태가 2005년에 획기적인 폐지정책을 현실화할 수 있는 정치경제적 환경이었다. 스웨덴의 상속세 폐지정책이 한국에 주는 시사성은 현재 국민들의 상속세제에 대한의식수준을 몇가지 자료를 고찰한 결과 정책안으로 고려할 수 있는 정치경제학적 환경은 된다고 평가할 수 있다. 따라서 한국이 성장을 위한 정책조합을 디자인하는데 상속세 완화는 하나의 좋은 정책안이 될 수 있다.

영문 초록

Sweden has been internationally well known as a country with high tax burden and generous welfare system, which implies more emphasis on equity rather than other goals in tax policy. However, it abolished the gift and inheritance tax in 2005. Gift and inheritance tax are some of the most important taxes in the line with equity goal, instead of other goals such as efficiency. People with more concern on equity in tax policy have the tendency to insist an increase of their tax burdens. However, Swedish people had relatively strong preference on less burden or abolition of gift and inheritance tax, compared with other taxes. It was the most influential determinant for their abolitions. Swedish experience would give Korea's policy-makers useful reference to reform its estatetax policy. Several survey results consistently show not strong resistance against the decrease of estate tax burden. We suggest that Korea may have dramatic reform in estate tax policy with decrease of its tax burden from the perspective of political economy.
