노동패널을 이용한 주관적 동등화 지수 추정

국문 초록

본 연구는 주관적 동등화 지수(subjective equivalence scale) 개념을 소개하고, 우리나라 노동패널(KLIPS)의 만족도(satisfaction) 자료를 이용하여 주관적 동등화 지수를 추정하는 것을 목적으로 한다. 주관적 동등화 지수는 우리나라 기존 문헌에서 다루어온 소비자의 지출행위로부터 도출되는 동등화 지수와 달리 가계의 주관적 만족도 보고 자료로부터 직접적으로 동등화 지수가 도출되어 직관적으로 우수하다는 장점이 있다. 본고에서는 Schwarze(2003)를 중심으로 전개된 주관적 동등화 지수의 개념과 동등화 지수 추정모형을 소개하고, 우리나라 노동패널의 만족도 자료를 이용하여 주관적 동등화 지수를 추정하였다. 추정 결과, 주관적 동등화 지수 탄력성은 0.68로 추정되었다. 이를 바탕으로 계산된 최저생계비는 보건복지부의 실태조사로 이루어지는 최저생계비와 매우 유사한 결과를 나타냈다. 이와 같이 주관적 동등화 지수는 최저생계비 측정의 타당성, 동등화가계소득의 추정, 불평등도지수의 추정, 빈곤선 측정, 소득세 인적공제의 적절성 평가 등 다양하게 활용될 수 있다.

영문 초록

For the purpose of comparing the consumption, expenditure, income, and welfare among diverse households with different household size and composition, the economists in the academic world and the policy makers in the political world usually use the equivalence scale. This paper estimates the subjective equivalence scale of the Korean representative household by using the satisfaction response data in the KLIPS (Korean Labor and Income Panel Study). We introduce the concept and merit of the subjective approach by Schwarze(2003) in estimating the equivalence scale, and report that the subjective equivalence scale elasticity is estimated at 0.68. By reconstructing the minimal cost of living from the estimated elasticity, we can contend that our estimate is very close to the induced equivalence scale elasticity from the so-called expert scales used by the Ministry for Health, Welfare and Family Affairs. Our approach would be legitimately connected and variously applied into several welfare studies like the cost of living, the equivalent household income, the income inequality index, the poverty level, etc.
