국문 초록

우크라이나 대통령선거과정은 90년 이후 구소련국가들의 민주화와 연계하여 좋은 모델을 던져주고 있다. 본 연구는 우크라이나 대통령선거과정을 통하여 볼 때 우크라이나 민주주의의 심화과정에서 심의민주주의의 특성이 있는지를 검토 하여 보았다. 우크라이나는 99년에도 두 번에 걸친 결선투표로 쿠츠마 대통령이 선출되었다. 2004년에도 유센코와 야누코비치가 결선투표는 물론 재선거까지 치르는 극한적인 대립과 경쟁을 보여주면서도 심의민주주의의 내용들을 보여주 었다고 본다. 이는 민주주의발전에 있어 심의민주주의의 핵심인 시민의 참여， 민의의 반영， 타협의 정신， 자유로운 정치적 토론의 제도화 , 다수결원칙， 선의의 경쟁이 잘 반영되었음을 보여준다. 특히 2004년 대선에서는 시민들의 민주화시위로 대법원에서 재선거를 판결하고 최종선택이 러시아의 지지를 받은 야누코 비치대신에 서방의 지지를 받은 유센코가 되었어도 무력충돌이나 군의개입이 없이 민주적 절차에 순응하면서 마무리 되었다는 점에서 우크라이나 민주주의는 심의민주주의의 실전을 통하여 보다 더 공고하고 성숙해졌다고 할 수 있다. 이는 구소련의 연방국가였던 주변국가들에게도 많윤 영향을 주었다는 점에서 동구권 국가의 민주주의발전에 역사적인 공헌을 하였다고 할 것이다.

영문 초록

The main theme of this paper is to discuss Democratization and Deliberative democracy in Ukraine after Presidential Election in 1999. The new president of Ukraine frees a dove with an orange ribbon symbolizing his opposition campaign. The premise of this study has been that deliberative democracy have made real progress in democratizing Ukraine but not as much as if Ukraine had a better grounding in democratic ideals. As a result, Ukraine old political leaders teach what they know to Ukraine people and children and give them a mistaken view of democractic ideals, one that is in large part technique and only in small measure founded on deliberative democracy. This study is to suggest that deliberative democracy that look at multiful aspects of democratization, or that global democracy that measure international attitudes or analyses of specific policies. are important. The point that this study is not usef미. but can help Ukraine learn even more if Ukraine political leaders are able to anchor their work upon the foundation where all subfields of democratization in CIS should be anchored. That foundation is deliberative democracy and global democracy.
