영문 초록

As past history of Kosovo is very complicated and combined with political, economical, social aspect. Ethnicity of Kosovo(1999) can't resolve only through Serbia and Kosovo Albanians. Kosovo ethnicity conflict is that conflict of a single state is just the same problem as international conflict simultaneously. Therefore it is Global Democratization that democratic resolving methods in a single state apply to solve problems in inter-states and inter-ethnics generally. So USA and NATO attack Serbia to stop pseudo-nationalism such as genocides assimilationism, increasingcrime, xenophobia, chauvinism, ethno'nationalism, racist manifestatious, racial discrimination in 1999. USA role in the Balkan States is solving Kosovo civil war. And USA and NATO give to Kosovo democratic and consensual ideas such as non-violence, equal sovereignity, nationalreferendum, multi-partysystem, consociationalism, coalitiongovernment, free election for controling pseudo-nationalism of Servia. The creation of a democratic political culture that favor tolerance, compromise, mediation, bargainning, concession, humanitarianism are required to prevent Kosovo ethnicity from causing global insecurity absolutely in future. To build a consociational democracy and to manage democratic ethno-politics in the new Yogoslavia Federation, the principle of full freedom of individual choice, the right to self- determination, and the right of peoples to live together peacefully must be protected in the Kosovo through International organizations as like UN.
