중동부유럽의 체제 전환 연구

국문 초록

이 글은 새뮤얼 헌팅턴의 이론으로 중동부유럽 세 나라 폴란드, 체 코, 헝가리에서 1989년 사회주의가 붕괴하고 민주주의로 전환하는 과 정을 살펴보는데 있다. 헌팅턴은 1970년대와 1980년대에 일어난 민주 화 세 번째 물결의 원인들로 네 가지를 들고 있다. 이 중 두 번째 원인 인 동시 진행된 사태 진전을 폴란드와 헝가리에 적용하고 있다. 그리고 도미노 현상 또는 모방 현상으로도 불리는 세 번째 눈사태 효과가 중동 부유럽에서의 체제 전환 원인으로 가장 적합하다고 말한다. 이외에도 생활수준을 급격히 하락시키던 경제 위기가 공산주의 정권의 정통성과 체제를 붕괴시킨 주원인이라고 주장한다. 하지만 무엇보다 소련 정치 무대에 고르바초프가 등장한 사실이 체제 전환에 있어 가장 결정적인 요소라는 데에는 의문의 여지가 없다. 지배 권력에 의한 구체제와의 자 발적 단절이 체제를 전환시키는데 있어 성공 가능성이 가장 많으며 민 주주의 체제를 공고히 정착시키고 있다. 이런 단절은 전제적 지배 정권 으로부터 체제 전환에 대한 확고한 의지를 그리고 개혁 세력으로부터 온건하며 유연한 태도를 전제 조건으로 요구한다. 헌팅턴은 이런 자발 적 단절의 경우로 폴란드와 헝가리를 들고 있다. 반면 민주주의로 가는 급격한 반전 모델을 체코에 적용시키고 있다. 새뮤얼 헌팅턴은 1970년 대와 1980년대의 민주화 과정을 크게 세 가지 유형 즉 변환, 대체, 전 위로 분류하고 있다. 이 중 하나인 변환은 지배 권력 내 개혁파가 주도 하는 민주화로 정의내리며 헝가리를 그 예로 들고 있다. 반면 체제 전 환이 지배 정권과 재야 세력의 공동 작품이라는 전위 특성을 폴란드와 체코에 적용시키고 있다. 이외에도 삼국의 체제 전환이 갖는 공통 특징 으로 무력이 사용되지 않았던 점을 들 수 있다. 주요 정치 세력들이 대 화와 협상 그리고 타협을 견지한 덕택에 무력 충돌이나 내란을 피하고 점진적이며 평화적인 체제 전환을 이룰 수 있었다.

영문 초록

This article aims to study of the Central European -Poland, Czech and Hungary- democratic transformation based on the Samuel Huntington's theory. Huntington traced the origin of the third wave democratization in the late twentieth century in the four factors. He applied the second factor, synchronous progressing development of situation, to a case of Poland and Hungary, which governing regime independently began the democratic transformation. And he said that the third factor, the avalanche effect named the domino theory or the imitated phenomenon, is most suitable for the origin of the Central European democratic transformation. Besides his opinion is that the economic crisis declined rapidly living condition was the root of a collapse of a communist system in this area. However no one has a question that first of all the fact, Gorbachev's entrance on the Soviet political stage, was a decisive factor of the democratic transformation. A voluntary severance from the old system by the governing power has to the extreme possibility of success of the democratic transformation and make fixed stably the democratic system. A voluntary severance needs as a precondition an iron will for the democratic transformation from despotic governing power and moderate and flexible attitude from out of power. Huntington takes Poland and Hungary as an example of a voluntary severance. On the other hand he applied Czech to the split turn model of the democratic transformation. Samuel Huntington classifies the democratic transformation in the late twentieth century into three patterns - transformation, substitution, translocation. And he defines that the transformation is a democratization by the reform faction among a ruling regime and takes Hungary as an example of this case. On the other hand he applied Poland and Czech to a translocation having a character which the democratic transformation is a joint work by governing power and out of power. In addition to we could mentioned as a common character in the democratic transformation that there wasn't appeal to arms. Thanks to holding on to a dialog, negotiation and compromise by the main political powers they could achieved gradually the peaceful democratic transformation without an armed hostilities and internal disturbances.
