국문 초록

2002년 국토해양부와 환경부가 친환경건축물 인증제도를 도입한 이래, 2009년 현재 약 861개의 주거용ㆍ상업용 건물이 3개의 인증기관으로부터 예비인증 및 본인증을 취득하였다. 최근 국토해양부의 그린홈 의무화는 주택개발업자로 하여금 총에너지 소비량을 종전대비 최소 10% 이상 절감하도록 규정하고 있다. 따라서 이윤극대화를 추구하는 주택개발업자의 입장에서는 비용효과 분석을 통하여 적절한 에너지 절감비율을 산정해야만 하게 되었다. 본 연구는 PSM 및 UTP기법을 이용하여 친환경 아파트에 대한 수요곡선을 추정한 후에, 수요의 가격탄력성을 계산하였다. 본 연구의 결과는, 주택 개발업자의 입장에서 정부의 그린홈 정책과 관련하여 분석해 볼 때, 최대한 추가로 투입할 수 있는 공사비의 증분은 수요가 아주 비탄력적인 경우, 3.3 평방미터 당 123만원을 넘어서는 안 된다는 점을 시사한다.

영문 초록

The Korean government introduced its Green Building Certification Policy in 2002 and, as of 2009, about 861 residential and commercial buildings had been awarded green building certificates from three government-authorized GBCIs. Recently the government announced a new Green Home Policy, which forces residential developers to reduce energy consumption by at least 10 percent but also allows them to add the cost incurred to the sales price, as an incentive. Residential developers will therefore find it very useful to conduct cost-benefit analyses before undertaking projects in this real estate market. We use the Price Sensitivity Meter (PSM) method and the Unique Target Point (UPT) method to calculate the size of such a benefit in terms of consumers’ willingness to pay more for a Green Home. We surveyed 111 citizens living near the ChongRa district, Inchon. We found that consumers’ Optimal Price Point (OPP) for a Green Home is about 123 million won higher per 3.3 square meters than for a non-green condominium and that the demand elasticity measured by the value of the cumulative distribution function is about -10.68, using a simple linear regression method.
