국문 초록
이 글의 목적은 EU 동진의 경제적 이유와 동유럽의 EU 가입 이후 변화하는 경제 상황을 고찰하는 것이다. 세계경제 흐름이 시장 단일화와 지역화로 나누어져 진행되고 있는 상황에서 경제적 격차가 존재하는 상이한 시장의 결합은 어떠한 의미가 있고, 무엇을 준비해야하는지를 알아보기 위해서이다.
2007년 2개국이 추가로 가입하여 27개 회원국으로 구성된 EU는 인구 4억 8900만명으로 중국, 인도에 이어 전 세계에서 3번째로 많다.
영토는 423만㎢, GDP는 약 10조 9,400억 유로이다. 인구는 물론, 경제 규모에 있어도 EU는 미국을 웃도는 거대 경제권이 되고 있다. EU의 동진은 “다양성 속의 통일성”(united in diversity)이라는 슬로건 아래 진행되었다.
동유럽 국가들의 EU 가입에 따른 가장 큰 경제적 효과는 외국인 직접투자의 증가이다. 또한 외국인 직접투자의 급속한 증가는 동유럽 국가들의 민간소비를 대폭적으로 확대시켰다. 동유럽 국가들은 자발적인 경제 환경 개선을 통해 직접투자를 적극적으로 유치시켜 경제 활성화를 이룩하였다. EU도 동유럽 국가들의 저렴한 노동력과 투자우대 조치로 인해 지속적인 투자를 실시하고 있다.
하지만 경제 성장에 따른 물가 상승과 노동비의 상승으로 점차 경제적 장점을 상실해가고 있다. 따라서 빠른 산업 다각화와 자본 및 기술 집적 산업 유치를 통해 경제적 구조조정 및 체질 개선이 필요한 실정이다.
영문 초록
The European Union (EU) views the enlargement process as a historic opportunity to promote stability and prosperity in Europe. On January 1, 2007, Bulgaria and Romania joined the EU, enlarging the Union to 27
countries. The trouble-spot of the Balkans will move closer towards European integration. These neighborhoods constitute challenges to stabilization policy, whose extent nobody can identify clearly even today.
The states of the Western Balkans have been given explicit EU prospects, which are organised along the lines of the Stability Pact and the Stabilization and Association Process, while relations with the CIS neighbours have been extended within the framework of foreign relations. Nevertheless, the follow-up questions arising from eastern enlargement can only be managed to a limited extent with the current instruments of the EU. Eastern
enlargement constitutes the core issue in certain respects and often lies at the foundation of the other big challenges The EU’s previous enlargement in May 2004 brought in Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia. In 2005, the EU agreed to open accession negotiations with Turkey and Croatia, and named Macedonia as an official EU candidate; in December 2006, the EU partially suspended talks with Turkey over ongoing disputes over Cyprus. Although the EU maintains that the enlargement door remains open, “enlargement fatigue” has become a serious issue in Europe and some experts believe that EU enlargement may be reaching its limits.
