장애학생 직업교육정책의 함의와 개선방안

국문 초록

본 연구는 한국 장애인직업교육정책이 갖는 함의를 토대로 문제점을 규명하고 학교에서의 직업교육이 궁극적으로 장애학생들의 직업적인 역량을 강화하고 자연스러운 지역사회통합과 독립생활이 가능하도록 하는 방안을 제시하는데 목적이 있다. 이를 위해 정책구성요소를 중심으로 정책의 함의와 방안을 제시하였다. 연구결과 첫째, 특수교육 정책목표의 전환교육에 대한 방향이 제시될 필요가 있으며, 둘째, 비용집단이 증가하는 점을 감안 관련 예산확보가 필요하며, 셋째, 정책수단과 관련하여 교육과정 운영에 있어 장애학생 개별중심접근과 구성된 공과에 대해 필요한 정보와 기술을 지속적으로 feed-back해 줄 수 있는 체계마련, 전공과 교육과정에 대한 전문적인 컨설팅과 전문인력 배치, 넷째, 특수학교에 직업평가실 및 평가장비, 직업적응훈련실 및 장비 등의 추가적인 시설장비의 지원과 특수교육지원센터의 순화서비스, 학교기업형 직업훈련실의 설치기준마련, 다섯재, 한국장애인고용촉진공단이나 장애인복지관을 중심으로 하는 연계체계마련, 여섯째, 직업교사의 자격기준 현실화와 자격 있는 교사배치, 일곱째, 개별화교육계획에 진로 및 직업교육 계획에 대한 명확한 규정과 포함내용을 적시, 마지막으로 진로 및 직업교육 장기계획 마련과 교육과정과 시설, 프로그램 등의 전반적인 개선, 지적, 자폐 등 인지장애인들의 중등교육이후 취업 외의 상급학교 전이를 위한 대안을 마련할 필요가 있다.

영문 초록

The purpose of this study was to review the current reality and to suggest the Implication and Improvement of Vocational Education Policies for Students with Disabilities. The result of this study can be summarized as the following; First, the government there is a necessity which will present a policies target of special education that is based with the transition education. Second, to considers the point where the expense group increases and must magnify a budget. Third, there is a necessary to vocational education curriculum operation and the individual based approach and the system which is the possibility to support information and a knowledge continuously, the consulting which is professional in vocational training course and professional arrangement. Fourth, there is a necessary additional support of installation equipment of vocational evaluation and work adjustment training, outreach services of the special education support center. Fifth, there is a necessary to networking system in the based community vocational rehabilitation center and professional arrangement. Also, IEP and ITP organization and operation reality were reviewed and the direction of vocational education curriculum was suggested. Finally, the long-term plan preparation for vocational education of Students with Disabilities and post-secondary program are necessary.
