중국의 인적자원개발정책에 따른 고등교육체제의 재체계화 연구

국문 초록

본 연구는 중국이 시장경제를 도입한 이후 인적자원 개발정책에 따라 고등교육체제가 어떠한 과정을 거쳐 어떻게 재체제화되었는지를 분석하면서 오늘의 고등교육체제의 모습과 특성을 제시하는데 목적을 두었다. 중국은 개혁∙개방 초기에는 점진적인 방법으로 시장기제를 도입하여 10여 년간 실험하면서 가능성을 점검하다가 1992년에 드디어 시장경제를 공식화하여 사회주의 시장경제라는 이름으로 도입하였다. 이에 따라 인적자원 개발의 중요성을 인식하고 1990년대에 과교흥국전략(科敎興國戰略)과 인재강국의 가치를 내걸고 도약적인 방법으로 이를 실현하고자 하였다. 이러한 정책방향에 따라 지속적으로 과학기술인재를 길러내기 위해 고등교육인구를 대폭 확충한 결과 이미 순 입학율 23%, 대학진학률 약 80% 수준에 이르러 세계 최대의 인재강국이 되었다. 또한 과학기술인재를 길러내기 위하여 시장경제의 도입과 궤를 맞추어 고등교육체제의 전면적인 개혁을 지속적으로 추진하여 왔다. 아울러 고등교육 관리재정부문의 지원체제도 대폭 개편하여 자율적으로 경제사회의 요구에 적극 부응할 수 있도록 하고 있다. 이러한 일련의 개혁을 통하여 교등교육체제는 대중교육화되고 다양화되었으며 시장기제를 대폭 도입하여 시장화되었다. 또한 기관간 질적인 차이는 심화되어 계층화의 특성을 보이고 있다.

영문 초록

This study analyzes how China's HES(higher education system) has been restructured according to a HRD since the introduction of the market economy and analyzed and suggests today's characteristics and figure of HES. China had first focused on adoption and an experiment of market mechanism in a gradual way in the early years of the reform and opening, and then entered to an age of HED, being officially introduced to socialist market economy, in 1992. Once China recognized importance of HRD for economy development, she tried to accomplish it under the motto of the power of talents and a flourish strategy by promoting science and education, in 1990's. As a result of great expansion in population of higher education to foster talents in scientific technology continuously, net enrollment rate and enrollment ratio of higher education already reached to 23% and about 80% respectively, and she finally became the greatest country of talents. China is also pushing the total innovation of HES forward constantly, to uprear talents in scientific technology, keeping step with the induction of market economy. In addition, China sharply modified control of higher education and support system in financial field to autonomously meet the demands of economic society. Through the series of these reforms, HED has been stratified, popularized and diversified. Moreover, by introducing market mechanism substantially, China is showing a feature of marketization.
