장애인 정보화 교육기관의 운영실태 분석

국문 초록

본 연구의 목적은 장애인의 정보격차 및 불평등문제를 해소하기 위하여 마련된 장애인 정보화 교육기관의 운영실태를 분석하고, 개선과제를 제시함으로써 향후 장애인 정보화 교육이 보다 효율적으로 시행될 수 있도록 돕고자 한다. 이를 위해 전국의 150개 장애인 정보화 교육기관을 대상으로 교육과정 및 관리, 교육인력, 교육환경, 교육실적, 사후관리, 현장방문 등의 영역을 중심으로 평가도구를 개발하고, 이를 적용하여 운영실태를 분석하였다. 그 결과, 교육과정 및 관리의 경우, 교육기관별로 1년간 평균 교육과정 수는 56개로 나타났고, 교육인력의 경우, 교육기관의 전임강사 확보율은 98.7%로 나타났으며, 교육환경의 경우, 인터넷 설치율은 88.0%, 7가지 이상의 편의시설 설치율은 72.7%로 나타났다. 그리고 교육실적의 경우, 교육기관별로 1년간 평균등록자 수는 434명으로 나타났고, 이중 평균 장애인 등록자 수는 387명, 평균 장애인 이수자 수는 335명으로 나타났으며, 사후 관리의 경우, 계속적인 교육을 위해 상담 및 안내를 제공하는 경우가 80.0%로 나타났다. 이상을 통해 볼 때, 장애인 정보격차 해소를 위해 마련된 장애인 정보화 교육기관은 어느 정도 안정화 단계에 접어든 것으로 보인다. 그러나 정보화가 진행될수록 정보소외계층은 계속해서 존재할 수밖에 없으므로 정보화 교육에 대한 지원은 지속적으로 이루어져야 할 것이다.

영문 초록

The study analyzes facts and figures for the current operation of informatization educational institutes for the disabled. Facts and figures are provided in order to resolve the information gap and the inequality problems of the disabled. The study further suggests measures for improvement. By doing so, it aims to help to implement informatization education for the disabled more effectively. For this purpose, an assessment tool was developed focusing on the areas of curricula and management, educational manpower, educational environment, educational achievement, follow-up management, and site visits with 150 informatization educational institutes for the disabled. Through the application of the tool, facts and figures on current operations were analyzed. As a result, it was found that the average number of curricula per year were 56 for each educational institute. Regarding the manpower for education, the retention rate for full-time lectures per educational institute was 98.7%. As for the educational environment, the Internet installation rate was 88.0% and the installation tate for convenience facilities exceeding seven was 72.7%. As for educational achievement, the average number of subscribers per year was 434 for each instite. Among them, the average numbers of disabled subscribers were 387, and the average numbers of disabled who completed the course were 335. As for follow-up cases, counseling and advice were provided to 80.0% of the disabled for continuous education. That is, it seems that informatization educational institutes to the disabled that were established for resolving the information gap have become stable. Nonetheless, it continues to be the case that there are those who are alienated from access to information, as the society becomes more developed with informatization. Thus, support for informatization education does continue and should be conducted persistently.
