국문 초록

본 연구는 한국 장애노인의 생활실태를 선행연구 중심으로 파악하여 현실성 있는 장애노인 복지전략을 수립하고자 하였다. 문헌 연구를 통해 수집된 선행연구들과 복지관련 정책 및 자료들을 분석하여 장애노인 복지의 발전전략을 수립하였다. 본 연구를 통해서 도출된 몇가지 중요한 결론은 첫째, 장애노인의 생활실태는 매우 열악하였으며 장애유형별로 차이를 보이는 독특성을 갖고 있었다는 것이다. 둘째, 장애노인에 대한 생계보장대책이 필요하다는 것이다. 셋째, 취업지원을 위한 교육 및 자금지원 확충이 필요하다는 것이다. 이와 같은 결론에 따라 본 연구에서는 몇가지 제언을 하였다. 첫째, 장애노인의 복지적 권리를 보장할 수 있는 기존 노인복지관련법 및 시행령과 '장애인·노인·임산부 등의 편의증진 보장에 관한법률'의 개정을 추진하여야 한다. 둘째, 장애노인 복지와 관련된 법제와 사업, 자원을 통합하여 효율적이고 일관된 집행을 할 수 있는 방안을 모색하여야 한다. 셋째, 장애노인 보호체계의 다양화를 실현해야 한다. 넷째, 노년기 특성과 장애유형별로 특화된 서비스 개발이 필요하다. 다섯째, 장애노인복지서비스를 제공할 수 있는 전문인력과 보조 인력의 개발과 양성이다.

영문 초록

The purposes of this study were to investigate the current situation of Korea's the Elderlv especially with Disability and set up practical and feasible strategies to improve their welfare. For those. literature study was conducted to analyze previous research results and welfare-related policies and documents. Based on the analysis results, some strategies were set up to enhance the welfare of the Elderly with Disability. The most important findings were as follows: first, the population of the Elderly with Disability experienced a rapid growth in numbers and became the most vulnerable class in the Korean society: second, among all the Elderly groups in Korea, they showed the lowest degree of life satisfaction; third, there were classes formed even among them. Based on them, the following suggestions were made: first, revision efforts should be made for the laws and enforcement decrees related to the welfare of the Elderly, and the "Act of Increasing and Guaranteeing Convenience of the Disabled, the Elderly, and Pregnant Women. " Second, the laws, projects, and resources regarding the welfare of the Elderly with Disability should be integrated for the sake of more efflcient and consistent implementation. Third. the protection systems for the Elderly with Disability should be diversified, Fourth, the service developers should consider the characteristics of life in old age and by specific disabled style. Fifth, it's crucial to develop and bring up expert and assisting staff to provide the Elderly with Disability with welfare service.
