국문 초록

자율성 혹은 자기결정적으로 살 수 있다는 것은 결국 자유로운 선택과 결정 안에서 자신의 생의 목표를 실현함을 말한다. 이는 동시에 자신뿐만 아니라 사회에 대한 책임을 진다는 것까지를 의미한다. 그러나 장애가 주는 제약과 낙인으로 인해 비장애인들보다 사회적으로 더욱 의존적이고, 심지어 타율적 관계에 놓일 수밖에 없는 장애인들의 삶에서는 이것이 결코 쉽지 않다. 그럼에도 인간존재의 본질로서 자율과 자기결정은 장애당사자들에게도 똑같이 부여되며, 이는 인간다운 삶을 형성하기 위한 조건이 되기도 한다. 만일 이러한 삶의 기본조건들이 제약 받거나 위협받는 상황이라면, 이는 분명히 개선되어야 하고, 반드시 그들에게 자기결정적인 삶을 위한 최소한의 환경이 조성되어야 한다. 그러기 위해서는 그들의 삶을 지지하고 보완해 줄 수 있는 보조의 개념과 이를 실천하는 보조인의 역할정립이 필요하며, 동시에 장애당사자 스스로 자기결정 행위를 하고 통제할 수 있는 능력의 강화가 필요하다. 비장애인들과 같이 장애당사자들도 한 개인이며 동시에 사회의 구성원으로서 인간다운 권리를 가진다. 또한 자기 삶의 질적인 향상에 대한 욕구와 책임을 지니며, 이를 실현하기 위해서 활용하는 자기결정의 기회는 반드시 존중되어야 한다. 그러나 상황에 따라서 누구에게든 자기결정에 대한 필연적인 사회적 한계가 따를 수 있다. 이는 대화를 통해 새로운 가능성을 모색할 수 있는 계기가 될 것이며, 또한 지역사회 생활과 사회(정책)적 변화를 통해 보다 실천적인 자기결정의 가능성을 더욱 확대할 수 있을 것이다.

영문 초록

Living a self regulated or self determined life means achieving goals through one's own win of free choice and decision. This imples the individual's responsibility held towards the self and also to society. But to the disabled person whose life cannot but be socially dependant and even heteronomous because of the limitations caused by the handicap and stigma, this is not easy. Despite this. it is clear that the power of self regulation and seir determination are equally endowed upon the disabled as a basic human right, and this, unarguably is the foundation of a more humane life. If these basic conditions are either hindered or restrained, It must be improved. It is imperative that the least environment which makes it possible for the disabled to manage a self determined life, be established. For this to be realized, assistance and/or assistants which can help support and complement the disabled, are needed. At the same time, empowermenlt of the disabled individual's ability to self determine and self control should be encouraged. Disabled people, just like their non-disabled counterparts, possess human privileges as members of society and also the desire and responsibility for the improvement of the quality of life they live. Therefore, it is important that the chance to make their own decisions which enables them to exercise these rights, be guaranteed. But under certain circumstances, there can be unavoidable social restraints which limit one's determination. This in turn, may be aimed towards creating new possibilities through conversation. Community living, may also provide more active opportuniities for self decision- making.
