국문 초록

이 연구는 핀란드 교육성공의 요인을 구조적으로 분석하고, 성공을 가능하게 한 사회적 조건을 살펴본 후, 핀란드 사례가 한국 교육에 의미하는 바에 대해 논의하고자 한 것이다. 첫째, 근저 요인으로서는 경계국가로서의 공동운명체 인식, 급속한 사업화화, 사회민주당의 지속가능한 리더쉽, 복지국가에 대한 사회적 합의 등이 있었다. 주요 정책요인으로는 1960년대 종합학교 정책, 1970년대의 중등후기 교육정책, 1980년대 이후의 다양한 학교교육 정책을 살펴보았다. 지수화된 요인으로는 학교간 변량, 저성취학생비율, 학습흥미도 등을 지적하였다. 핀란드 교육은 협동과 평등을 기조로 세계적으로 우수한 학업성취를 보여준 개혁 모델을 제공했다는 것에 의미가 있으며 한국교육에 시사하는 바가 상당하다. 한편 핀란드 교육은 한국 교육과의 일부 공통점에도 불구하고 사회체제에 있어서는 상당한 차이점이 존재한다. 이 때문에 표면적 교육정책의 단순한 모방보다는 복지국가에 내재된 교육체제라는 근저요인에 대한 관심이 보다 중요하다고 보았다.

영문 초록

The paper investigates the structure of success factors of Finland education and social conditions that make this success possible. And this study also discusses about what could be lessons from Finland and how it means to Korea education. First, fundamental factors are pointed out as the status of border country and, in consequences, collectivism, rapid industrialization, sustainable leadership of social democratic party, and social consensus of welfare state. Second, as major policy factors, Finnish government has engaged in a reform process of comprehensive school reform in 1960, post-secondary education reform in 1970, and related schooling policies based on welfare state system since 1980s. Third, as factors represented by indexes, researchers have observed the variance between-school achievement, the ratio of low achievement students, and students' interest in learning of subject matters. Finland education has a meaning in that it becomes a desirable reform model accomplished through the cooperative and equal ways that are different from other countries in key areas and attain the international academic success of secondary schooling like the Program for International Student Assessment (PISA).
