고등교육서비스시장개방에 대한 미국 내 쟁점과 논쟁

국문 초록

2007년, 한·미간 자유무역협정을 대비하여 고등교육서비스분야의 개방을 논의하던 단계에서 미흡하였던 부분은 무역협상대상국인 미국의 고등교육 이해당사자들이 고등교육서비스시장개방에 관하여 어떤 입장을 보이고 있는가에 대한 주밀한 분석이었다. 비록 유보결정으로 인하여 이에 대한 사회적 관심은 낮아졌으나, 앞으로 한․미간 자유무역경쟁에서 고등교육서비스시장개방의 논의가 다시 전개될 수 있음을 가정하고, 이 연구는 고등교육서비스시장개방과 관련하여 미국 내 사회적 쟁점들을 알아보고, 이해당사자들 간의 찬반논쟁을 파악하고자 한다. 이러한 목적 하에, 이 연구는 미국무역대표부가 연방정부를 대신하여 2005년 5월 31일에 WTO에 공식적으로 제출한 고등교육서비스에 대한 GATS 수정제안서의 내용을 중심으로 다음의 세 개의 연구문제를 설정하였다; 1) USTR의 수정제안서의 내용은 무엇이고, 이는 GATS 모드별로 어떠한 사회적 쟁점들을 유발하였는가?; 2) 미국의 고등교육서비스시장개방 관련 사회적 쟁점들로부터 파생된 논쟁들의 요지는 무엇이고, 이는 GATS의 어떤 규정들과 얽혀 있는가?; 3) 미국고등교육서비스의 GATS체결에 대한 고등교육 이해당사자들 간의 찬반입장과 논리는 무엇인가? 연구문제별로 도출된 분석결과를 토대로, 미래의 고등교육서비스시장개방에 대한 전략적 대비 차원에서 한국고등교육에 주는 시사점을 제시하였다.

영문 초록

Although higher education was not included in the 2007 agreement on services for the Korea-US free trade, it is still alive as a potential issue that will be raised at any time. Based on assumption that free trade negotiations on higher education services between Korea and the US can be resumed under the Obama administration, the study delves into the political positions of stakeholders of American higher education on the free trade issues on higher education services. The authors raised three research questions to attain the research purpose: 1) what did USTR offer at the revised services offer on higher education submitted to WTO in May 31, 2005 and what kinds of disputed issues have been raised from the offer in American society?; 2) what kinds of relevant subjects have stakeholders of American higher education argued about and how are their arguments related to which regulations of GATS? 3) In the US, who support and who dissent the free trade agreement in higher education services? In answering the questions, the authors attempted to keep a good balance between pros and cons on the issues. The findings with implications for Korean higher education were summed at the end of the paper. This study will contribute to strategically building up our positions on and effectively prepare for free trade negotiations on higher education services with the US in future.
