필리핀의 평화교육과 평화과정

국문 초록

본 연구는 현재까지도 내전으로 인한 사회적 갈등이 첨예하게 드러나고 있는 필리핀의 평화과정이 어떻게 평화교육과 관련성이 있는가를 고찰해보는 현장연구이다. 2004년부터 2008년까지 교육대학원 차원에서 5년간 평화교육 공동수업을 전개하면서 평화과정에 연계되어 있는 평화운동가, 정부각료, 평화연구자 및 관련 교사들을 심층면담하고 평화교육이 어떻게 평화과정에 개입하여 교육을 통한 평화문화 증진에 이바지할 수 있는가를 관찰하였다. 오늘날 필리핀의 사회적 폭력은 미국 식민지화 과정에서 기독교적 지배질서로 재편하는 과정으로부터 연유된 사회적 갈등의 성격을 지닌다. 식민지 종결 후 정치적 민주화가 왜곡되고 민다나오를 중심으로 기독교 지배권력이 이슬람 주민들을 배제하는 과정에서 일어난 반군활동이 오늘날 내전의 주요 원인이다. 이를 근본적으로 해소하고자 한 1996년 평화협정 과정에서 평화교육은 평화를 이루는 가장 비폭력적인 평화적 수단으로 간주되었다. 하지만 지난 십여 년간 평화교육은 평화과정과 상보적 관계로 민주적 평화과정이 진행되는 과정에서는 평화교육이 진전되나, 평화과정이 강압적으로 억제되는 상황 하에서는 평화교육도 위축되는 과정을 보여준다.

영문 초록

This study is focused on how peace education is related to peace process in Philippines where the social conflicts still go with internal wars up to now. The author used to visit the Philippines for the joint peace education class with Center for Peace Education in Miriam College once a year during the last 5 years and have depth-interview with peace activists, public officials, peace researchers, and teachers in order to observe the inter-relatedness of peace process and peace education for the culture of peace. The present violence socio-historically is characterized in the social conflict, originated from the American colonization towards restructuring the Philippine society into Christian dominating system. After colonization, liberation process in politics was dependent on the America power again. As a result Muslims were to be excluded from the Christian mainstream and be a part of revolt army for their own land. Mindanao is the highlight zone of conflicts in the Philippines. In 1996 Peace agreement was settled and peace education was regarded as the most important one among peaceful means. Peace education was to be a non-violent tool for eliminating conflicts, cutting the chain of reproduction of social violence in the schools as well as in the communities. In such circumstances as peace process is going well democratically, peace education is inter-related to peace process properly, while in such cases as peace process is not inter-respected by two parties, peace education is not proceeded well enough to fit the peace process.
