영문 초록

In 1993 school finance litigation movement in Texas crated a new school finance system dubbed "Robin Hood Plan" after five times of court litigations. The tug of war was very tense between the poor regions and the well-off regions. out of the five litigations three were initiated by the poor while two were by the well-off. The contributing factors to the success were organizational solidarity and superiority of the cause in favor of the poor, legitimation crisis of the court, disintegration of legislature, relative inferior status of Texas' education record, pressure from the public opinion, etc. The aspect of wealth redistribution included in the "Robin Hood Plan" brought out some degree of equalization effect in education finance. However it made little dent on the existing huge school gap due to the heavy dependence of school finance on local property tax. The "Robin Hood Plan" is meeting crisis recently due to the rising protest of wealthy residents and the deteriorating state of school finance throughout Texas.
