2000년 미국 대통령 선거와 앨 고어의 대통령 선거전략 - 포퓰리즘 언술을 중심으로

국문 초록

  미국 2000년 대통령 선거의 앨 고어 후보는 기존 특권 엘리트층에 대한 유권자들의 반감을 적극적으로 활용하여 자신들을 유일한 국민의 대변자로 주장하며 포퓰리즘(populism)적인 선거 캠페인을 구사하였다. 본 논문은 고어의 포퓰리즘 캠페인의 역사적, 정치적 맥락과 특성을 분석하고자 한다. 구체적으로 이 글에서 던지고자 하는 질문은 다음과 같다. 첫째 어떠한 역사적, 정치적 배경 하에서 고어는 포퓰리즘적인 선거전략을 채택하였는가? 둘째, 집권여당의 후보이면서 동시에 포퓰리스트로서 기존 시스템 전반을 공격해야 하는 딜레마를 어떻게 운용해나갔는가? 셋째, 21세기라는 시대적 조건 하에서 등장한 고어의 포퓰리즘 언술과 조직운영 원리들은 기존 전통적 포퓰리즘과 비교해 어떠한 새로운 특징들을 지니는가? 마지막으로 고어의 포퓰리즘 캠페인은 선거 결과에 어느 정도 영향을 미쳤는가? 다시 말해 고어 후보의 패배는 그가 펼친 포퓰리즘 캠페인과 연관이 있는가? 이러한 일련의 질문들에 대해서 우선 필자는 고어가 전개한 캠페인은 미디어등을 통해 후보자와 유권자가 직접 접촉하는 공간이 확대되는 현대적 정치를 배경으로 하는 신포퓰리즘(new populism) 의 유형에 해당된다고 주장한다. 고어의 포퓰리즘이 보이는 특성으로는 첫째 주류정치 바깥의 운동으로서의 포퓰리즘이 아니라 집권여당의 후보라는 위치 때문에 특권 세력에 대한 공격의 범위를 세밀하게 제한하였다는 특징을 지닌다. 둘째, 고어의 포퓰리즘은 21세기 정치조건에 맞게 포커스 그룹조사, 인터넷동의 현대적 캠페인 기법과 매체를 적극 활용하는 테크노 포퓰리즘(techno-populism)을 선보였다. 비록 고어 후보는 패배하였지만 이는 포퓰리즘적 캠페인에서 비롯된다기 보다는 클린튼 전 대 통령의 8년간의 국정 운영상의 문제와 결부됨과 관련된 것으로 판단된다. 집권여당의 후보가 포퓰리즘 전략을 통해 헤게모니적으로 유권자층을 동원해나가는 양상은 현대 리버럴 민주주의의 전개 양상을 깊이있게 이해하는데 도움을 주며 이후 포퓰리즘의 역사적 유형에 대한 이론화의 풍부한 소재를 제공한다고 결론 내릴 수 있다.

영문 초록

  In the 2000 U.S. presidential election, candidate Al Gore used populist rhetoric in his election campaign. He asserted that he was the only representative for the people, appealing to resentment of constituents against the established elite. This paper aims to analyze Gore"s populist campaign from the historical and political perspective. The questions that this paper will try to raise are as follows. First, under what historical and political backgrounds did Al Gore decide to choose the populist election strategy? Second, how did he manage the dilemma of attacking the overall existing system as a populist politician, while he was a candidate of the ruling democratic party? Third, emerging under the unique conditions in the 21st century, what are the new characteristics of Gore"s populist rhetoric and organizational operating principles, compared to traditional populism? Lastly, how much did Gore"s populism influence the results of the election? In other words, what connection is there between Gore"s failure and his populist campaign? These questions can be addressedin that the campaign that Gore used was based on new populism, against the backdrop of a modern politics that seeks to extend direct interaction between candidates and constituents through the media One of the features of Gore"s populism is that rather than falling outside of mainstream politics, he purposefully limited the scope of his attack on the established power, keeping it mind that he was a candidate of the ruling party. Secondly, Gore"s populist strategy actively entailed the me of the modem campaign techniques and media such as focus group surveys and the Internet, in step with the 21st century political situation. This type of populism is called techno populism. Although Al Gore lost the election, his failure stems from the problem; during the eight year Clinton administration, not from his populist campaign. This paper concludes that the fact that a candidate of a ruling party employed a populist strategy to mobilize the constituency helps understand the modern liberal democracy in depth, and provides diverse materials to theorize the types of populismin history.
