영문 초록

  This study is the study that clarified the history and a function how the Ministry of Health and Welfare during the Japanese wartime managed the body of the Japanese citizen. The Japanese Government considered a human being to be resources and was going to keep all individuals under control as work force and the armaments as a human being with character. "Nation physical strength method" and "the physical strength chapter official approval" are the center of the nation body management under the all out war system in the nation body policy of the Ministry of Health and Welfare and develop both the society physical education and the school physical education centering on these 2.Furthermore, with the outbreak of the Pacific Wars, the body of the Ministry of Health and Welfare related exercise was strengthened still more and developed the person of sound body and mind exercise as the people"s social campaign that put an important point for an anti­tuberculosis measure and the reduction of the infants death rate on a large scale.
