국문 초록
이 연구는 주민의 대표인 지방정치엘리트들이 과연 지역의 주요 정치세력으로서 능력을 갖춘 집단인지 진단하기 위해 이들의 특성을 분석한 것이다. 연구대상으로 인천 지역 지방의회 의원과 자치단체장 및 비교집단으로서 공무원과 일반 시민을 표본추출하고 이들에 대한 설문 조사를 실시하였다. 표본에 추출된 지방정치엘리트는 1991년부터 2006년 기간 중 봉직한 사람들이다.
분석 결과 인천의 지방정치엘리트들은 현재의 지방정치 환경이나 지방자치 수준이 미흡하다고 보고 있었고 중앙-지방 간 관계도 수직적 관계라고 인식하고 있었다. 또한 일반의 인식과 달리 시민과 공무원들은 지방정치엘리트에 대해 긍정적 사고를 갖고 있음도 발견할 수 있었다. 특히 예결산 심의와 조례 입법 등 그들의 기본 임무를 비교적 충실히 이행하고 있다고 보고 있었다. 지방정치엘리트들은 일반 시민들에 비해 지방 정치를 둘러싼 문제들을 훨씬 더 현실감 있게 이해하고 있었고, 그들이 가진 권한의 한계도 뚜렷이 인식하는 것으로 나타나 세간의 부정적 평가와 큰 격차가 있음을 발견하였다.

영문 초록
This study analyzes the characteristics of local political elites in an effort to diagnose their capabilities to govern the area as major political forces. Members of local councils and heads of local governments in Incheon were selected as the subjects for this study. The time scope was from 1991, when local councils were put into place to early 2006 when the 4th term ended.
Results show that local political elites in Incheon were found to consider the current local political environment or level of local autonomy as seriously unsatisfactory, while thinking of the relationship between the central government and the local government as unbalanced. Also, citizens and city employees were found to have positive attitudes toward local political elites in Incheon, contrary to the popular belief. In particular, as far as their compulsory duties such as consideration and audit of budget and legislation of local ordinances were concerned, they were assessed to be somewhat effective. In short, the study proved to some extent that local political elites in Incheon do not neglect their duties or enjoyed their privileges as much as general citizens believed. In addition, compared to general public, they were found to have a correct understanding on practical problems surrounding local politics and clearly understand the constraints of their rights.
