행정의 객관적 합리성의 근거와 한계

국문 초록

  본 논문은 공무원의 인식합리성을 중심으로 공무원 사고(思考)의 객관적 합리성을 판단할 수 있는 근거를 모색해보고자 하였으며 나아가 그에 따른 문제점 및 한계를 규명하여 객관적 합리성의 문제점을 보완하고 그 범위를 확대시킬 수 있는 방안을 모색해 보고자 하였다. 본 논문에서는 객관적 합리성의 근거로 법과 경험과학적 지식, 관리과학의 지식 그리고 경제적 능률성을 고찰하였다. 그러나 이러한 기준들은 수단이 목적을 훼손하는 의도하지 않은 결과를 노출하게 된다. 따라서 본 논문은 행정의 객관성이 지니는 한계를 극복하기 위해 행정이 추구하는 바람직한 가치판단의 문제에 대해서 상호주관성(intersubjectivity)을 확보할 수 있는 노력이 필요하다는 생각에서 가치문제에 대한 정치적 합리성과 현상학적 접근법 및 하버마스의 의사소통적 합리성을 논의하였다. 물론 이러한 주장들이 곧 바로 가치문제에 대한 상호주관성을 보장해 주는 것은 아니지만 공무원의 사고와 정책결정에서 객관적 합리성이 갖는 문제점을 보완해주고 합리성의 범위를 확대시켜줄 수 있는 방안은 될 수 있을 것이다.

영문 초록

  This article is to explore the judgemental basis of the objective rationality of the thought of public officer based on cognitive rationality which inquiries the methods in order to expand the scope and to solve the problem at issue with analysing the limitations and problematics of objective rationality. This article investigates law and empirical scientific knowledge, the knowledge of management science, and economic efficiency as the basis of objective rationality. However, it is an unintentional result that purpose is damaged by means through standards and yardsticks. Accordingly, this article has argued political rationality, phenomenological approach, and the communicative rationality of Habermas in terms of the problem of value which would be an effort to ensure intersubjectivity about the desirable value judgement of public administration in order to overcome the limitation of objectivity in public administration. Of course, even if this argument is not to guarantee the intersubjectivity about the matter of value, it would be method to complement the problem of objective rationality and to provide the expansion of the scope of rationality in the process of policy-decision and thought of public officer.
