국문 초록
우리사회는 지금 남북관계의 과거, 현재 및 미래와 관련한 정반대의 시각이 병존하는 국론 양극화 현상을 노정하고 있다. 그러나 국민의 안보ㆍ국방상황 인식에도 양극화 현상이 있어서는 안 된다, 객관적 현실을 바탕으로 한 방향으로 수렴되어야 한다. 또 관련 정책과제와 대책도 안보 위협상황의 객관적 평가에 의해 설정되고 추진되어야 한다.
지난 10년 동안 우리의 안보ㆍ국방환경은 현저하게 손상되었다. 북학의 핵실험을 보면서도 노무현 정부는 전쟁억제력이 중추인 한미연합사 해체를 추진, 2012년 4월 17일자로 해체하기로 미국 측의 동의를 이끌어냈다. 또 남한사회의 급속한 좌경화 현상도 결코 간과할 수 없는 안보환경 파괴 요인이다. 이와 같은 오늘의 안보 난맥상은 분명히 김대중ㆍ노무현 두 정부가 지난 10년 동안 끈질기게 추구한 대북유화정책과 안보ㆍ국방정책을 이에 종속시킨 결과라고 해도 결코 지나치지 않을 것 같다.
이제 막 출범하는 이명박 정부는 다른 무엇보다 지난 10년 간 손상되어 온 우리의 안보ㆍ국방 기틀을 조속히 회복하고, 또 현재 이념적으로 양극화되어 있는 국민안보인식을 한 방향으로 수렴시켜야 한다. 이것이 새 정부의 기본 책무다. 이 기본책무가 성공적으로 수행될 때, 북핵문제의 해결도, 한미동맹의 복원ㆍ강화도 실현될 수 있고, 또 새 정부가 이 기본책무에만 충실해도 지난 대선에서 보인 국민의 선택에 보답하게 될 것이다.

영문 초록
While it is true that Korean society has faced a national division the so-called "security for peace" versus "peace for security"-with respect to inter-Korean relations, the issues related to national security and defense should not be subject to ideological debate. Rather, they should stand on the objective realities confronting us today. In order to do this, it is imperative to devise and develop major policy alternatives based on sound judgments and decision-makings that are reflective of the changing threat environment.
There is little doubt that our national security environment has continuously deteriorated substantially for the past ten years. In particular, despite the nuclear test of North Korea in October 2006, the Roh Moo-hyun administration dared to push toward the dismantlement of the ROK-US Combined Forces Command (CFC) by April 17, 2012. The leftist-leaning trend widespread across the political, social and cultural spectrum in our society also represents a serious challenge and impediment to national unity and security. It would not be too much to say that the difficulties in security we confront today is the result of a mistaken appeasement policy toward North Korea taken by the Kim and Roh administrations for the past ten years, during which security and defense policies were subjugated to the appeasement policy.
In light of the above trend, I would like to suggest that, first and foremost, the Lee Myung-bak administration needs to place its topmost concern on the restoration of the security environments seriously deteriorated during the last decade, while turning the current state of national division into one of consensus whenever it comes to the issues of national security and defense. For its part, the Lee administration must respond to the wishes of the electorate who supported and approved him in last year"s presidential election. Meanwhile, this will also pave the way for domestic and international atmospheres in which President Lee"s principal concerns will come to realization, particularly with regard to a completely denuclearized North Korea and a future-oriented ROK-U.S. strategic alliance during his presidency.
