소득세 공제제도 개편의 정책모의실험

국문 초록

  본 논문은 현행 근로소득세 공제제도의 문제점으로 지적되고 있는 공제제도별 도입취지와 무관한 운영, 높은 면세점 유발, 공제제도의 실효성 저하, 그리고 조세비용의 증가 등을 「개산공제」를 도입함에 따라 해결할 수 있는지를 2003년 『가계조사』 자료를 이용하여 실증적으로 검증해보고자 하였다. 이를 위하여 근로소득공제ㆍ특별공제를 폐지한 후 개산공제를 도입하는 방안, 특별공제만을 개산공제로 대체하는 방안 그리고 개별공제 항목별 개산공제를 도입하는 방안 등 세 가지 방안에 대한 정책 Simulation을 시도하였다. 분석결과, 개산공제제도 도입은 현행 공제제도의 문제점을 상당부분 해결하여 조세비용의 경감, 소득재분배효과 제고 면세점 수준의 하향화에 따른 조세수입증대 등의 긍정적인 효과를 유발하는 것으로 나타났다.

영문 초록

  In this study we analyze economic effects of Applied Standard Deduction (hereafter, ASD), which can provide an alternative to the current deduction system of the Korean income tax. The existing system has revealed many problems, including alienation from the original purpose, inappropriately high level of tax exemption, and high compliance and administration costs, etc. We use the "2003 Household Survey" data for the analysis. Using the OLS, GMM and the Tobit Model, three ASD-related scenarios and one that increases the standard deduction ceiling are simulated. Four simulation results show that the deduction-related problems can be solved by the ASD, whereas increasing standard deduction limit does not improve all but tax cost problem Concludingly, the introduction of the ASD increases tax revenue through broadening the tax base, reduces tax compliance and administration costs, and also raises redistributive effect.
