국문 초록

  본 연구는 지방자치단체가 지역경쟁력을 확보하기 위한 수단으로 개방화 정책을 경쟁적으로 전개해 나가고 있는 시점에, 제주지역의 개방화, 국제화를 통한 지역발전 전략으로서의 제주국제자유도시의 성과와 한계를 분석하는데 그 목적이 있다. 제주국제자유도시는 2011년을 목표로 2002년 중앙정부의 제주국제자유도시 추진을 위한 기본계획 하에 지금까지 추진되어오고 있다. 제주국제자유도시의 개발정책은 그 후 2004년 경제자유구역, 기업도시의 출현의 발판이 되었고 타 지방자치단체의 개방화 국제화 전략의 시범모델이 되고 있다.
  지난 5년간 제주국제자유도시의 성과와 한계를 분석하기 위해 제주지역 전문가를 대상으로 제도적 인프라, 국제자유도시 성과, 향후 발전방향에 대한 설문조사를 실시하였고 이를 토대로 향후 국제자유도시가 나가야 할 방향에 대한 전략적 시사점을 제시하고 있다. 요약하면, 첫째, 국제자유도시의 제도적 인프라 강화, 둘째, 국제자유도시 추진 내부역량 강화, 셋째, 자치역량 강화 및 과감한 개방마인드 확립 등을 통해 국제자유도시의 새로운 전략적 방향을 검토해야 할 것이다.

영문 초록

  This study has been carried out in order to analyze the results and limitations of the Jeju International Free City, which is a local development strategy involving the opening and internationalization of the Jeju region, during the period when many local governments competitively launched opening strategies in order to secure their regional competitiveness. The Jeju International Free City was promoted under the central government"s 2002 master plan to promote the Jeju International Free City, the development of which will be concluded in 2011. The development strategy of the Jeju International Free City became a stepping-stone of the 2004 Free Economy Zone and Company City, and is also becoming a guiding model for the opening and internationalization strategy of other local governments. In order to analyze the results and limitations thus far of the Jeju International Free City, this study conducted a survey asking experts of the Jeju region about the institutional infrastructure, the result of the International Free City and the development direction. The survey"s results suggest the strategic direction the International Free City should embark upon.
  In short, we should examine a new strategic direction for the International Free City, first by strengthening the institutional infrastructure of the International Free City, second by strengthening the inside capacity of promoting the International Free City, and last by strengthening the autonomous capacity and establishing a decisive open mind.
