교육지표로 본 한국의 교육력 평가 - 현황과 정책적 시사

국문 초록

  최근 각종 평가에서 활용되고 있는 지표(indicator)는 하나의 측정치(proxy)로서 교육평가 분야에서 다루어야 할 주요 관심 주제이다. 그럼에도 불구하고 지금까지 교육지표에 대한 연구는 비교적 소홀했던 것이 사실이다. 그러한 이유는 지표라고 하는 탐구주제가 학문적 경계선상에 놓여 있어 심층적인 연구와 관심을 받지 못했기 때문으로 해석된다. 이 연구의 목적은 교육지표의 개념과 특성을 살펴보고, 우리나라 교육력의 현황을 다른 국가들과 비교분석함으로써 교육발전을 위한 정책적 시사점이 무엇인가를 탐구하는데 있다. 이 연구의 결과로는 첫째, 교육지표는 매우 다양하게 정의되며, 유형도 다양하지만, 교육에 대한 많은 정보를 제공해주는 유용한 하나의 측정치이다. 둘째, OECD 국제지표와 IMD 지수를 분석한 결과 우리나라 교육여건으로 살펴 본 교육력은 다른 선진국에 비해 열악한 편이다. 다만, 초중등학교 수준의 학생성취도는 매우 높은 교육력을 보이고 있다. 그럼에도 불구하고 총체적인 국가 경쟁력이나 대학경쟁력은 하위권을 벗어나지 못하고 있는 실정이다. 셋째, 이러한 교육력을 개선하기 위해서는 정책입안자들이 꼼꼼하게 지표를 살펴보고, 지표가 주는 정보를 분석함으로써 정확한 예측과 사전대책을 수립하여야 할 것을 시사한다.

영문 초록

  The purpose of the study is to analyze and evaluate the educability in terms of educational indicator in Korea. According to lexical meaning, an indicator is a measurement or value which gives us an idea of what something is like vital economic indicators, such as inflation, growth and the trade gap etc. We have overlooked what indicators and its concept are because of vagueness of academic borderline. Indicators give abundant information and fundamental data to policy maker. The specific objective of the study are as the followings:
  First objective is to identify the concept and characteristics of educational indicator.
  Second is to compare the educability including the conditions and outcomes of education with those of major countries among OECD members.
  Final objective is to draw political implication for educational innovation.
  In order to achieve the purpose, the current OECD educational indicators and IMD index were analysed. The results of the study are as the followings:
  First, the conditions of the current education are not good. The results are indicating low level of educability.
  Second, the outcome of elementary and secondary school are showing the outstanding achievement.
  Third, in terms of IMD index, the international competitive power of Korea is ranked about 30th.
  Also, the competitive power of unversity is lower than that of nation.
  In conclusion, the systematic analysis of educational indicator as a measurement gives much information to policy makers of education. We have to pay attention to the indicators like the thermometer for overcoming and innovating the current educational problems.
