국문 초록

  오염피난처 가설에 대한 초기 실증연구는 자료의 제약, 식별의 문제, 이분산성 등으로 인해 가설에 대한 유의적인 추정치를 발견하지 못하였으나 최근 패널자료를 이용한 식별방법의 개선 과 더불어 국가간 산업간 이분산성의 처리 및 내생성에 관한 문제를 통제한 후 실시된 실증연구에서 오염피난처 가설을 지지하는 결과가 보고되고 있다. 본 논문에서는 이러한 실증연구의 방법을 적용하고 나아가 오염피난처 가설을 확인하기 위한 새로운 식별전략을 이용하여 1992년부터 2002년 동안의 우리나라 제조업의 수입패턴의 변화를 통해 오염피난처 가설의 타당성을 검증하였다. 실증결과 중국은 동 기간 동안 우리나라 산업에 대해 오염피난처를 제공하였음을 확인하였다. 따라서 기존의 문헌에서 제시한 것과 같은 오염피난처 가설의 일반적 현상이 우리나라에도 존재함을 보일 수 있었다.

영문 초록

  The pollution haven hypothesis was not supported by the empirical researches in early stage because there are problems of data limitation, identification problem and the heteroskedasticity etc. It is, however, the development of identification strategy with panel analysis technique and the data usage that make those problems to be corrected appropriately and it is possible to find out the statistically meaningful evidence of the existence of the pollution haven hypothesis. In this paper, we apply those methods for estimating the pollution haven hypothesis with an additional identification strategy. Our estimate results support that there exists the pollution haven phenomena from 1992 to 2002 in Korea manufacture industry. During those periods, we can find that the China provides the pollution haven for the Korean manufacture industry because of the strengthen of Korean environment policy implementation but, in the case of Japan, we can not find any evidence for that.
