국민, 半국민, 非국민 - 한국 국민형성의 원리와 과정

국문 초록

  사회 전반적으로 볼 때 한국사회는 외부의 문화에 대해서 개방적임에도 불구하고 외부사람에 대해서는 편견과 배타적인 태도를 지녀 왔다. 그렇다면 왜 유독 외부 사람에 대해서 폐쇄적인 것인지 그 원인과 형성과정은 무엇인지에 대한 물음에서 이 글을 구성하였다. 이에 이 논문은 건국 후 현재까지 기간에 대한민국 국민에 대한 규정과 원리 그리고 국민통합의 사회적 과정을 고찰하였다. 분석 결과 지난 세기 한국사회의 국민형성 과정에서 작동한 주요 원리는 남성중심적 가치관과 혈통주의 그리고 국수주의라고 할 수 있다. 이러한 규준 하에서 한편으로는 통합하고 다른 한편으로는 배제하는 이중의 방향으로 국민형성 과정이 전개되어 왔다. 한국사회는 군속관련 인물들에게 물질적이고 상징적인 지원을 펼쳐왔다. 반면에 외국인, 혼혈인, 해외동포, 국가권력저항자, 공산주의자 등은 非국민으로 차별하거나 배제해 왔다. 결국 지난 세기 국민형성 과정은 혈통, 영토, 권력, 사상별로 국민을 차별적으로 대우해 온 과정이었다고 하겠다. 따라서 다양한 사람들을 포괄하는 방향이라기보다는 결과적으로 국민의 획일적인 내적 동질성만을 강화하는 방향으로 전개되어 왔다. 그러나 과거와 달리 한국사회도 인구구성이 변화하고 있고 또 비국민으로 배제되었던 사람들이 점차 국민의 범주로 통합되고 있다. 따라서 향후 한국사회는 과거의 배타적이었던 국민의 구별방식 대신에 다민족·다문화주의 원리에 의한 새로운 기준을 재구성함으로써 열린 공동체를 건설할 수 있으리라 판단된다.

영문 초록

  This article starts from the ambivalence of the openness and closeness in Korean society. In this context, this paper analyzes the principles and processes of reproducing the ‘nation formation’ in contemporary Korean society since the state"s foundation in 1948. It also analyzes the definition, criteria and process used by the state for nation formation. The principles of nation formation in Korean society during the last century are patriarchism, nationalism focused on blood, and patriotism. In this principle, the state has integrated the people using the dual methods of both unity and exclusion. The state has positively backed and treated with respect the people who sacrificed their lives for the state, such as military men, police and so on. On the other hand, Korean society has oppressed or excluded people such as foreigners, half-blood Koreans, Koreans living abroad, people sacrificed by state violence, people counter-acting against the government, women and so on. In conclusion, it can be said that the process of nation formation in Korean society is that it has strengthened and reproduced the sameness of the national people.
  However, the criteria for national integration has recently become an issue of interest. In the present global society, Korean society needs to de-construct the last century"s principles of nation formation and reconstruct new standards like multi-culturalism that tries to consider Others as people for coexistence in an open community.
