국문 초록

  이 연구의 목적은 자유주의에 초점을 맞추어 한국의 민주화 과정을 재조명함으로써 민주화 이후 전개되고 있는 ‘자유’민주주의를 평가하고 그 바람직한 발전 전망을 모색할 수 있는 토대를 마련해보고자 하는 데 있다. 민주화 이후 한국 사회가 경험하고 있는 민주주의는, 긍정적으로 여겨지든 부정적으로 여겨지든, 이승만 정권 이래의 지난한 민주화여정의 성과이자 그것이 도달한 목적지임에 분명하다. 그러므로 한국 민주주의에 대한 평가나 전망은 순전히 어떤 이론틀을 적용하거나 다른 나라의 경험들과 견주어서만 이루어질 수 없으며, 민주화 과정에 대한 성찰, 회고가 필수적으로 동반되어야 할 것이다. 이러한 문제의식에 따라 이 연구는 자유주의적 민주화 전망의 의미와 한계를 짚어보고, 그로부터 민주화 이후 한국 민주주의의 위기에 대한 진단과 그 해법을 찾아보고자 한다. 역사적으로 조망해 볼 때, 한국의 민주화 과정에서 자유주의의 기여는 ‘헌정주의의 제도화’로 요약될 수 있다. 통념과 달리 그것은 친일ㆍ극우반공주의와 구별되며 오히려 민족주의적 색채를 강하게 띠었고, 민족의 실체를 민중으로 파악함으로써 자유주의적 민주화 전망은 민중지향성을 강하게 드러내기도 했다. 또한 노동권과 기층민중의 생존권, 궁극적으로 인권에 대한 관심과 옹호도 애초에 자유주의적 문제의식의 발로였으며, 그 점에서 역시 민주화 과정에 중요한 기여를 했다. 물론 지난 민주화 과정에서 자유주의적 전망은 극우 반공주의와 타협하고, 제3세계적 상황이나 자본주의적 모순구조에 대한 총체적 인식을 결여한 채 정치적 해법에 지나치게 의존하는 등의 한계를 드러내었다. 그러나 한국 사회의 진보를 위한 대안 이념을 한국의 역사적 맥락 속에서 찾는 것이 바람직하다면, 자유민주주의의 제도화를 위한 지난 여정 속에서 축적된 경험은 여전히 유효하다고 본다. 헌정주의의 확립 및 관철이라는 절차적ㆍ형식적 측면과 자유 및 권리 이념의 공평하고 실질적인 향유라는 내용적 측면이 적절하게 결합된 자유민주주의 모델이야말로 지난 역사적 경험으로부터 확보할 수 있고 확보해야 할 대안적 전망일 것이다.

영문 초록

  This study purports to re-illuminate the process of democratization in Korea focusing on liberalism, and to search for some theoretical bases on which we can evaluate the development of the "liberal" democracy after democratization in 1987 and investigate its desirable model. Democracy after democratization is inevitably the product and the final phase of Koreans" long and difficult journey for establishing democracy. It being so, the evaluation and prospect on Korean democracy cannot be adequately and sufficiently made if we are content with just applying some theoretical frames concerning democratization to Koreans" experience and comparing it with that of other societies. That project should involve the retrospect and examination on the process of democratization with a new viewpoint. The conclusions of this study are as follows: 1) The contribution of liberalism to democratization can be summarized as "the institutionalization of constitutionalism". 2) Liberalism as an ideology of democratization in Korea was different from a pro-Japanese and ultra-rightist ideology, combined with nationalism, and had a close affinity with a claim for justice of distribution, welfare, the right to live of workers, and human rights. 3) The experience accumulated passing through the process of democratization gives us an affluent insights to overcome the current crisis of democracy and to develop a desirable model of it. From the experience we can find and present a model of liberal democracy, which is the establishment of constitutionalism as a procedural side of democracy and the general extension and enjoyment of individual right and liberty as a substantial side of democracy combined.
