고령화의 사회ㆍ정치적 영향 - 한국과 일본의 경우

국문 초록

  이 연구는 최근 한일 양국에서 급격하게 전개되고 있는 저출산 고령화의 현황을 검토하고, 저출산 고령화에 따른 시민사회의 변화 가능성을 고찰하는 것을 목적으로 하고 있다. 일본과 한국의 저출산 고령화추세 속에서 시니어 파워의 대두 여부 및 시니어 유권자의 선거에의 영향을 고찰한 결과는 다음과 같다. 첫째, 일반적으로 고령화가 급속히 진전되면 노인들의 정치사회적 욕구 표출이 가속화되고 노인들의 정치집단화도 가속화 될 것으로 전망된다. 둘째, 그러나 일본의 경우는 아직까지 사회적으로 영향력을 지니거나 정치적으로 노인에 대한 복지정책 강화를 요구하는 정치집단으로서의 시니어 파워는 대두하지 못하고 있다. 셋째, 한국의 경우는 보다 역사는 짧으나 노인들의 정치세력화가 모색되고 있으며, 더 나아가 정당화라려는 논의도 대두되는 등 역동성을 보이고 있다. 넷째, 한일 양국 모두 향후 선거에서 고령자 유권자의 영향력이 증대될 것으로 전망된다. 일반적으로 고령자의 투표참가도가 높은데다 전체 유권자 중의 고령자 비율이 증대되면서 전체 투표권자 중 고령자 비율이 급증하고 있다.

영문 초록

  This paper reviews the current trend of low birth rates and aging society in Japan and Korea. And this paper also examines the effects it will have on civil society. The followings are observations concerning the rise of senior power and the influence that senior voters will have in elections.
  First, in a rapidly aging society, the general forecast is that the political and social aspirations of seniors will increase and their desire to express them will accelerate, leading to a formation of a political group of their own. Second, in the case of Japan, a senior power with great social influence in the form of a political group that may make demands for improvements in welfare policies and so forth has not yet materialized. Third, in case of Korea, though the trend in low birth rates and the aging society came a bit later than Japan, discussions carried out to form a political party composed of the rising senior power signals more dynamic changes for Korea than Japan. Fourth, it seems that the influence of senior voters in elections of both Korea and Japan will increase. In general, the participation rate of the senior populations is higher compared to other groups and as the society ages, the ratio of senior voters to the number of total voters is rapidly increasing.
