국문 초록

  공적연금과 사적연금이 노후소득보장의 역할을 분담할 경우에도 공적연금은 사회보장제도로서의 최저생활보장기능과 소득재분배기능을 적절하게 수행하는 것이 바람직 할 것이다. 그리고 이러한 공적연금의 역할은 다른 사회보장제도와 조화를 이루며 수행되는 것이 합리적이다.
  우리나라는 보험료 인상과 급여수준의 하향조정을 동시에 실시하여 단기간에 공적연금의 재정안정을 도모하려고 한다. 현 단계에서 재정안정화 개혁을 강도 높게 추진한다면 납부예외자가 국민연금의 실질적인 가입자가 되는 길은 아마도 더욱 멀어질 것이라고 생각한다.
  이제 공적연금에서 재정안정화와 제도내실화를 조화시키는 방안(예: 저소득층 소득보장 차원이나 노후소득보장차원의 한정적인 국고 지원방안)에 대한 심층적인 검토가 필요한 시점에 이르렀다고 본다.

영문 초록

  The object of this study is to search for developmental alternatives to public pension scheme in Korea. In the case that the public pension scheme and the private pension scheme share the role to secure the income of the old age, it would be desirable that the public pension scheme of the social security system should accomplish properly the function to secure the minimum living standard of the people and redistributing the income of the insured. It would be reasonable that this function of the public pension scheme should be cooperated with other social security system.
  Our country intends to promote the financial stabilization of the public pension scheme in the short term by the means of increasing the contribution rate and decreasing the revel of benefit together. In this stage, if our government should implement strongly the reform of the public pension scheme, it would be more difficult that the insured person excepted from contribution payment become the real insured person to contribute in the national pension scheme.
  Therefor, in the public pension scheme, this stage is the adequate time to consider most seriously for the alternatives of coordinating the financial stabilization and expanding the real coverage in the pubic pension scheme. In the level of the income security for the old age people and the low income people difficult to pay all of the contribution, it needs to investigate the policy of government’s subsidy for really insuring all the people in the public pension scheme.
