한국과 일본의 고령자 소득보장정책에 관한 연구

국문 초록

  우리나라를 비롯한 여러 선진국들은 고령화 현상으로 전체 노동력의 감소와 이로 인한 경제성장의 정체, 연금 및 의료보험 적자 확대 등으로 발생하는 재정부담의 가중과 각종 사회문제 발생이 심각한 상황에 이르고 있다. 따라서 본 연구는 우리나라보다 먼저 고령사회에 진입하였고, 경제 및 사회적으로 비슷한 일본이 고령화 문제 해결방안의 하나로 추진하고 있는 고령자 소득보장정책을 살펴봄으로서 향후 우리 나라 고령화 대책 수립을 위한 정책적 대안을 제시하고자 한다.
  일본정부의 고령자 소득보장정책의 추진과정에서 발생하고 있는 큰 문제로는 고령자의 소득보장을 위한 사회보장비 지출 증가에 따라 재정수지 적자의 확대와 각종 연금의 수급과정에서 발생하는 연금재정에 대한 불신이 증폭되고 있다는 점과 관대한 고용관련 급여지급으로 고령자의 일할 의욕을 감소시키고 있다는 점이다. 이러한 일본의 정책적 문제점을 거울삼아 우리나라가 추진해야할 바람직한 고령자 소득보장정책의 방향은 다음과 같다. 먼저 공적연금제도의 경우 재정안정화를 위해 각종 연금의 급여율을 낮추고 기여율을 높이는 방향으로 사회적 합의를 바탕 하에 시급히 수정해야 하며, 고령자의 퇴직소득원의 다양화를 통해 공적연금의 비중은 낮추고 사적저축을 강화 시킬 수 있는 제도적 장치가 마련되어야 한다. 다음으로, 고령자 고용촉진 방향으로는 퇴직한 고급인력 고용지원을 위한 고령자 고용 인프라의 확충, 고령 근로자의 계속고용 및 정년보장을 위해 연공형 임금체계의 개편, 고령자 강제퇴직연령의 상향조정과 고용보호규제 완화, 고령자 채용할당제 기준연령의 상향조정, 교육훈련 강화와 근로조건 개선 등의 고령자 고용지원 정책이 강구되어야 한다.

영문 초록

  The OECD member countries, including Korea, have encountered serious social issues due to the increase of high aged class that are shown in the forms of decline in entire labor force, stagnation of economic growth, expansion of medical insurance deficit and other financial burden, nurturing, treatment and neglect of senior generation, and others.
  Therefore, the purpose of this study is to take a look at the income security policy of seniors that is a part of action plan to encounter such issues in Japan that has experience such issues earlier than Korea and has similar economic and social situation, and ultimately, present the policy alternative on the measures for senior society in Korea.
  Based on such study, the following is the direction of desirable income security policy of seniors that would be suitable for Korea. For the case of public pension fund system, it is urgent to correct the public consensus to the direction of lowering the payment rate of various pension and heighten the rate of contribution for the financial stability, and prepare the systematic device to lower the weight of public pension and strengthen the private savings of individuals through the diversification of the retirement income source for seniors. Next, for the direction of employment promotion of the seniors, there are ways of expanding the senior employment infra to support the high level of human resources in retirement, revision of wage system for the guaranty of continuous employment and retirement age of senior laborers, upward adjustment of compulsory retirement age and relaxation of employment protection regulations, policies to support the senior employment and others.
