청년실업의 현황과 과제 - 충북지역을 중심으로

국문 초록

  최근 우리나라의 청년실업이 심각한 사회문제로 부각되고 있다. 2005년도 전국의 실업자는 88만명으로 실업률은 3.7%이고 이 중 청년층 실업자는 38만명으로 실업자의 43.6%를 차지하고 있으며, 실업률은 8.0%에 달하고 있다.
  본 연구에서는 이러한 시점에서 충북 내 노동 공급자 및 수요자를 대상으로 설문조사를 실시하여 청년층의 노동수급상의 불일치 정도를 파악하고, 충북 청년실업의 요인분석을 하였다. 이를 통해 청년실업 완화를 위해 지방정부에서 실제로 실행할 수 있는 장, 단기 정책을 마련하고 제시하였다.

영문 초록

  The purpose of this study is to investigate into the actual condition of the youth employees in Chungbuk and draw out policies to alleviate their unemployment. The subject of this study was both potential youth employees and companies. The results of the study showed that 70.1% of the youth were more willing to work at the entry level than doing thier own business, while 77.8% of high school students wanted further study. They heavily concerned with the amount of payment, but they thought their aptitude and interest in jobs are critical to decide them.
  They tended to enhance English test scores, and to take qualified certificates before entering job market, and frequently collect job related information through internet regardless of the difference of thier academic background.
  Among companies, manufacturing industry planned to hire greater number of employees than other industry, and prefered incoming workers, especially the twenties, to workers who had career. It mainly wanted advertisement for employing them by media, and prefered hiring workers who were local residents to others because of advantage of proximity.
  With short-term perspective, the policies to ease the youth unemployment should focus on the matters of balanced information between employers and employees and promotion of flexible change in job market. Long-term perspective suggests that local economy can be developed by ensuring greater capacity of job openings.
