외국의 학습도시 평가 사례 분석

국문 초록

  평생학습도시사업은 전 세계적으로 경제혁신, 사회통합을 통하여 지속가능한 발전을 가져올 수 있는 새로운 지역개발전략으로서 주목받고 있다. 최근에는 그동안의 양적 성장을 토대로 학습도시의 질적 발전을 위한 논의들이 국제기구와 개별 국가들에 의해 진행되고 있다. 이에 본 연구에서는 OECD, EU 및 주요 선진국의 사례를 분석하여 우리나라의 "평생학습도시 조성사업’이 보다 체계적, 지속적으로 추진될 수 있도록 평가시스템을 구축하는 데 필요한 시사점을 얻고자 하였다.
  연구 결과에 의하면, OECD는 학습도시의 성과를 경험적으로 분석하여 우수 사례를 전 세계적으로 확산시키기 위해 노력하고 있었고, 유럽연합은 학습도시 평가지표를 개발하여 평가하는 사업을 추진하고 있었다. 일본, 영국, 호주도 학습도시 추진의 효율성을 도모하고자 가이드라인 제공과 피드백 차원에서의 성과 평가를 시도하고 있었다. 이러한 평가들은 성과 측정 보다는 학습도시사업의 성공을 위한 점검과 진단 과정으로서의 성격을 갖고 있다. 이상의 사례들로부터 볼 때, 우리나라의 학습도시 평가도 지방정부와 단체, 주민들에게 학습의 관점에서 학습도시 성과를 성찰하는 과정이 되어야 하며, 지역이 평가역량을 갖출 수 있도록 중앙정부의 지원이 이루어져야 할 것이다.

영문 초록

  The Lifelong Learning City Project has been increasing across the nation since it has been regarded as a key strategy for the sustainable regional development. Accordingly, there has been a lot of discussion on how to develop the project qualitatively as well as quantitatively by the international organizations such as OECD and EU and some countries. In this context, this study aims to draw policy implications for the Korean government"s evaluation polices on lifelong learning cities by examining international trends. For this purpose, the study compared three OECD countries"s evaluation methods of learning cities focusing on the differences and similarities of each country"s case.
  The results of the analysis show that OECD has attempted to disseminate the best cases of the learning city to its member countries and EU has been implementing a project which aimed to create evaluation criteria of the learning cities in Europe. In addition, Japan, UK, and Australia all have developed a guideline for their learning cities and have also evaluated the impact of learning cities on the local economy as well as the quality of citizens" lives. It should be noted that the evaluation was not done to group the cities by their performances, but to provide the participants with an opportunity to reflect upon their processes of creating learning cities.
  These results suggest that the Korean government regard an evaluation of lifelong learning cities as processes by which learning cities reflect upon its development and progress. The government should also help learning cities develop their capacities to evaluate their performance. In this context, the evaluation processes should be part of the learning city project.
