저소득층 평생학습 지원에 대한 영미의 통합 접근 사례의 시사점 분석

국문 초록

  사회 양극화 현상이 심화되고 있는 가운데, 학교교육에 이어 성인교육 기회에서도 소외를 겪고 잇는 저소득층은 최근 평생교육정책 차원에서의 특별한 관심이 요청되고 있다. 이에 본 논문은 저소득층에 대한 지원 전략으로서 고용-복지-교육정책 간의 통합 접근을 도입한 영미 사례에 대한 비교 분석을 통하여 국내 평생학습정책에 주는 시사점을 제시하고 있다. 영국과 미국은 모두 교육, 고용, 복지를 체계적으로 연계하되, ‘고용’을 강조하는 노동시장 중심 사회정책을 기반으로 한다는 공통점을 지니고 있다. 영국은 1997년부터 뉴딜 프로그램(New Deal Program)을 통해서 저소득층 성인을 위한 교육, 복지, 노동 서비스를 연방정부차원에서 통합하여 제공하고 있고, 미국은 1998년 인력투자법(Workforce Investment Act of 1998)을 제정하여 여러 부처에서 제공하는 저소득층 지원서비스를 집행단계에서 통합하여 운영하고 있다. 영미의 사례가 국내 저소득층평생학습정책과 관련하여 제공하는 시사점은 다음과 같다. 첫째, 저소득층을 위한 평생학습정책은 사회정책 전반, 즉 복지 정책과 고용정책과의 연계 하에서 폭넓게 접근되어져야 한다. 둘째, 저소득층을 위한 평생학습정책은 공급자 관점이 아닌 ‘수요자 관점’에서 이루어져야 한다. 이를 위해서는 복지, 교육 및 고용 서비스를 통합하여 저소득층 중심으로 제공할 필요가 있다. 단, 저소득층의 장기적인 인적자본개발 보다는 ‘고용’에 치우친 근로연계복지 중심 통합정책의 한계점에 유의할 필요가 있다.

영문 초록

  This study aims to draw policy implications for the Korean government’s lifelong learning policies for low-income adults by examining the New Deal Program and the Workforce Investment Act(WIA) Program. The New Deal Program was initiated by the UK government in 1997 as a means to provide low-income adults with integrated services of education, employment, and welfare. Meanwhile, the WIA Program has been implemented by the US government since 1998 as a way to integrate education, employment, and welfare services, which had been delivered by several federal departments. These two programs are similar in that they both not only aim to integrate services of education, employment, and welfare for low-income adults, but also greatly emphasize employment over the other services.
  The results of this study suggests policy implications for the Korean government"s lifelong learning policy. First, lifelong learning policies for low-income adults should be systematically developed in connection with welfare and employment policies. Second, they should be based on not a provider"s perspective, but a consumer perspective. For instance, services of education, employment, and welfare should be provided to low-income adults through one stop centers. Despite all of these strengths of these programs, a cautious approach is needed in introducing them to Korea since they both greatly emphasize employment over long-term human resource development.
