재외동포교육의 실태와 개선방안 연구

국문 초록

  이 연구는 재외동포교육의 실태를 종합적으로 조사하고, 그 문제점을 확인하여 개선방안을 제시할 목적으로 수행되었다. 이를 위해 본 연구는 문헌 및 법령 분석, 설문조사, 실무자 면담, 현지 방문조사, 공청회 등 다양한 연구 방법을 활용하였다. 연구 결과, 재외동포교육에 대한 국가적 지원은 지속적으로 확대되어왔음에도 불구하고, 그 규모나 처계 면에서 여러 가지 한계를 지니고 있음이 밝혀졌다. 이에 본 연구는 재외동포교육이 국가와 지역에 따라 다양화되어야 한다는 기본 전제 아래, 구체적인 개선 방안을 제시하였다. 재외동포교육을 위한 일관성 있고 안정적이며 공정한 지원 체제의 구축은 결국 가칭 “재외동포교육법”의 제정으로 귀결되어야 한다는 것이 본 연구의 결론이다.

영문 초록

  This study aims at synthetically surveying the realities of overseas Korean education. clarifying the problems of it and presenting the reform measures at this time when overseas Koreans are getting more and more important. For this purpose, we took advantage of various research methods such as the analysis of literatures, documents, and laws and ordinances concerned; survey of overseas Korean education institutions; interview with the staffs in charge; and field investigation. We also examine the validity of the reform measures for the future overseas Korean education by holding a public hearing.
  According to the result of this study. though the national support to overseas Korean education has continually increased, the scale and system of the support have lots of limitations in such aspects as the legal system. the establishment of institutions, civil servants dispatched and so on.
  So we suggested the fundamental principles of overseas Korean education and the concrete courses of action according to the principles. Basically. overseas Korean education must be performed diversely according to the conditions of the states and regions. It must also be carried out stably through constructing the legal and institutional support system. On the basis of the principles of diversity and stability. some following measures are needed: the settlement of the principles about the establishment of overseas Korean education institutions. the reinforcement of the legal position of dispatched civil servants, the increasement of financial support to overseas Korean education and the arrangement of rational criteria of financial distribution. and lastly the establishment of the general law about overseas Korean education.
