미국의 고등학교 직업교육의 변화와 정책적 시사

국문 초록

  본 연구에서는 미국의 고등학교에서의 직업교육의 정책과 실천상의 변화를 분석학고 한국 중등단계 직업교육 개혁정책의 방향에 대한 시사점을 도출하고자 하였다. 미국 고등학교 직업교육은 취약계층을 주요 대상으로 한 고등학교 졸업이후 특정 직업영역의 취업을 준비하는 과정으로서의 직업교육으로부터 전(全) 학생대상, 취업준비와 아울러 진학준비 교육, 직업과 관련한 다면적인 지식과 기술 함양 등으로 직업교육정책의 목적이 확장되었음을 보여준다. 이 같은 변화는 보다 많은 학생들이, 다양한 직업영역 전공의, 심화된 수준보다는 입문적인 수준의 직업교과목을 선택하는 고등학생들의 직업교육과정 선택 유형에서도 분명하게 나타나고 있다. 직업교육과저 ㅇ학생들의 학업 성취와 보편화된 직업교육을 강조하는 경향은 중등단계에서의 직업교육의 정체성에 대한 근본적인 논란을 가져오고 있는 가운데 향후 고등학교에서의 직업교육은 대안적인 학습방업으로서의 그 기능에 관심이 점증할 것으로 전망된다. 미국의 고등학교 직업교육의 사례는 보편화 다양화를 지향하는 우리나라 고등학교 직업교육개혁방안의 방향성을 지지하며, 직업교육과정의 다양화의 필요성, 학습방법으로서의 직업교육의 중요성, 직업교육의 평가 체계화의 필요성을 시사해주고 있다.

영문 초록

  In this study, I tried to analyze the change of secondary vocational education in USA in terms of federal government policies and students’ participation in vocational education and drew some policy implication for improving Korean vocational high school system. Unlike Korea with separate vocational high school system, secondary vocational education in USA has been existed in separate courses in comprehensive schools. Vocational educational policies has expanded the role and function of vocational education by emphasizing academic achievement of vocational students, providing the broad level of knowledge skills instead of specific job skills, vocational education for all students, and the preparation for higher education. This change could be found in the pattern of participation in vocational education of students. While the proportion of students taking vocational courses has not been decreased, that of occupational concentrators or advanced occupational concentrators has been sharply decreased during 1982-1998. The relative proportion of vocational courses credits has been also decreased in comparison with academic credits. In addition, the vocational courses taken by students has been expanded to emerging vocational area such as LCT, food and hospitality, and health services. The number of non traditional vocational students such as high academic achiever has been increased. The emphasis on academic achievement has raised questions about the basic function and identity of vocational education at the secondary school level. It is expected that the work based learning of vocational education will be more important in the future. The change of the secondary vocational education in USA supports the policy direction of the Korean recent reform policies of vocational education and provides some implication on the importance of the revision of vocational curriculum and the importance of the evaluation and data collection on vocational education.
