평생학습정보화 추진체제에 대한 분석연구

국문 초록

  이 연구는 평생학습정보화의 개념을 단위평생교육기관에서 이루어지는 정보기술과 학습과정의 복잡한 통합과정으로 제시하고 이에 대한 구체적 추진체제를 제시하고자 하였다. 이를 위하여 평생학습과 정보기술의 통합과정에 대한 이론적 논의를 정보기술경영의 개념과 최고정보관리자 (CIO: Chief Information Officer)의 개념을 통하여 논의하였다.
  이와 같은 이론적 논의를 바탕으로 평생학습정보화의 핵심기관유형인 원격평생교육기관의 전문가를 대상으로 단위 평생교육기관정보화 추진체제에 관한 면담조사를 시도하였다. 면담조사의 결과 평생교육기관의 정보화 추진에 있어서 기술적 요소보다는 마케팅, 조직역량, 전략적 네트워킹과 같은 경영활동요소를 더욱 중요시하는 것으로 밝혀졌다. 이는 평생교육기관의 정보화에 있어서 경영진의 참여와 경영역량이 핵심성공요인임을 확인한 것이라 하겠다.
  면담조사결과를 토대로 본 연구는 평생교육기관 경영진의 정보화에 대한 전략적 의미공유라는 과제와 함께 정보화 추진체제의 수립을 위해서 첫째, 기관이념과 교육목표와의 정합성으로서의 정보화의 개념 공유; 둘째, 기관 최고의사결정계층에 정보경영자(CIO)를 공식화 할 것; 그리고 셋째, 정보기술활용교육뿐만 아니라 정보화 과정에 대한 교육의 필요성을 제안하였다.

영문 초록

  The purpose of this study was to formulate a management framework for institutions of lifelong learning. Assuming the dual nature of information technology and lifelong learning, this study argued that the concept of information technology management should be integrated into lifelong learning institutions. A further analysis suggested that the role of CIO(Chief Information Officer) is crucial not only for tackling multitudes of challenges and problems but as a strategic necessity for the institutions of lifelong learning.
  To verify this conceptual position, this study conducted a structured interviews with experts on cyber education. The results supported the crucial importance of having proper management commitment and intervention into technology planning and implementations. Furthermore, the interview results showed that managerial concerns such as marketing, needs analysis, strategic planning should preceed the adoption of information technology.
  Finally, this study proposed a number of recommendations for institutions of lifelong learning regarding the task of integrating new information technology into strategic implements as follows; first, leaders and managers should understand the fundamental meaning of adopting information technology as strategic alignment between technology and institutional vision and goals. Second, a official manageiral role such as CIO should be established. Third, education and training programs for personnel should be balanced between about using information technology and about managing technology.
