국문 초록

  지방자치단체 업무의 민간위탁은 우리가 흔히 말하는 민영화 업무의 일환으로서 불리고 있다. 신공공관리주의 모델이 강조되어 공공부문의 역할에 대한 재인식이 있어왔고 그래서 공공부문의 행정서비스 체계의 효율성에 대한 인식이 강조되었다. 그러나 이러한 민간 위탁은 지방자치단체 업무의 성격과 유형에 따라 다르겠지만 그 특성과 단점을 모두 가지고 있어 일률적으로 획일화하여 논의하기에는 어려운 부분들이 많이 있다. 즉 공공서비스별로 표준화된 기준과 원칙이 체계적으로 마련되어 있지 않고 수탁과 선정의 비경쟁성, 이상적이고 관행적인 재위탁 관행, 민간위탁 평가의 무관심 등 앞으로 이행되어야 할 과제들이 많이 있다. 앞으로 이러한 민간 위탁 시장의 효율성을 확보하기 위해서는 위탁시장진입과 생산시장구조의 경쟁성이 전제되어야 하고 또한 위탁업무의 계약 이행에 대한 효율성이 확보될 수 있어야 한다.

영문 초록

  Nowadays it rises the emphasis on the efficiency of public sectors according to the new public management.   So, the public services system changed from public side to private side as contracting out and privatization.   However, there are so many difficulties providing the public services in private sectors. This paper has tried to induce the problems of this aspects.   With the establishment of local governments, public services are likely to increase day by day. Especially all the local government has difficulties in sufficient resources in providing services instantly.   This paper is based on the three theoretical categories. It consists of the minimal states theory, de-regulating governments, reinventing governments.   Contracting Out is one of the privatization. It is divided into two sides in contracting for public service delivery in local government.   There are so many reasons and logics in two categories, productive costs, qualities, service experiences, and corruptions, organizational conflicts, accountabilities.   Consequently this paper suggest to increase the efficiency of contracting out in local government in three conditions.   The first one is market competitiveness and the second one is rebuild the system of contracting process.   And last one is accountability in local governments and their agencies.
