국문 초록

1950년대 미국의 핵전략은 이른바 “대량보복전략”으로 알려져 있다. 하지만, 최근 연구들에 따르면, 이러한 주장이 잘못된 것이었다. 이 시기 미국의 핵전략은 소련에게 선제공격을 허용하고 이에 대해 보복을 하는 것이 아니라, 소련이 미국을 공격하려 한다는 징후가 보이는 경우에는 소련에 대해서 선제 핵 공격을 수행한다는 것이었다. 보복이 아니라 선제공격을 강조하는 이러한 핵전략은 어떠한 논리적인 근거에 기초해서 민간 정치인들이 군부에 부여한 것이 아니라, 2차 대전에서 미국 군부(특히 미국 공군과 전략 폭격 부대)의 경험에 기초한 것이었다. 정치적으로 뚜렷한 핵 사용에 대한 정책이 수립되지 않은 상황에서 미국 공군 구성원의 전투 경험은 미국의 핵전략으로 이어졌던 것이다. 이러한 미국 핵전략과 그 경험은 오늘날 핵이 확산되어 가고 있는 동북아시아에 위치한 한국에게는 다양한 시사점과 정책적인 문제를 제기하고 있다.

영문 초록

American nuclear strategy in the 1950s has been known to be the strategy of the “massive retaliation.” However, recent works have revealed that it was not the case. The U.S. armed forces in particular, the Strategic Air Command (SAC) had no intention to wait for a Soviet first strike and then retaliate with remaining nuclear weapons. Instead, they prepared to strike first the Soviet Union. This strategy was not imposed by political authority or logical strategy planning, but inherited from the strategic bombing experience during the Second World War. This fact can lead to a few implications for South Korea and ongoing proliferation in East Asia.
