近海漁業의 金利差地代 推定

국문 초록

漁業은 그 산업적 특성상 政府의 강력한 規制政策과 다양한 支援政策이 동시에 시행되는 특수한 産業의 하나이다. 이로 인해 이들 정책수행 과정에는 經濟的 效率減少는 물론 衡平性의 低下라는 여러 부작용이 초래되고 있다. 특히 漁業에 대한 각종 財政?金融상의 支援政策은 특정 漁業人과 經營體을 위한 人爲的 性格의 地代를 長期間 創出시켜왔다고 볼 수 있다. 이러한 問題認識에서 본 논문은 地代追求理論의 分析方法을 이용하여 어업에 대한 政府支援政策의 非效率性을 지적하고자 하였다. 分析對象은 대표적 企業型 漁業인 近海漁業을 대상으로, 漁業이라는 제약조건을 최대한 배제시킬 수 있는 金利差地代를 推定하는 방법을 사용하였다. 硏究結果, 정부지원을 통한 금리차지대가 近海漁業의 收支改善에 상당한 기여를 한 것으로 나타났다.

영문 초록

Recently Korean fishery management system is changing greatly, however, if consider Korean fisheries conditions, these policies are possibility that inefficiency of fishery policy is deepened promoting more rent-seeking behavior in fisheries. This thesis is based on the assumption that the current fisheries policies area typical example of a rent-seeking market in which institutional restrictions in volume and entrance exist to create economic rents. It has been estimated whether there is any degradation of social welfare caused by the government-led policies of restricting entrance, as well as the creation factors and specific sizes of various economic rents resulting from fiscal and financial support policies of the Government. The analysis results suggest that the estimated rents from the differences in interest rates are on the average 10.7% of the annual profit in offshore fishery, and 40.7% of the net profit respectively according to the types of interest rates. It means that the rent-seeking behavior exists in fishing industry. Therefore, fishery policy needs to convert from direct support system to indirect assistance policy for improvement efficiency of fishery policy.
