독일 대학교육의 현황과 개혁정책: 전망과 시사점

국문 초록

본고는 최근 독일대학의 현주소를 실증적 자료를 통하여 진단해 보고 연방 차원에서 진행되고 있는 개혁정책의 방향을 고찰하여 우리 대학교육에 주는 시사점을 찾고자 하였다. 현황 면에서 독일대학은 학생수는 지속적으로 증가되고 있으나 교수인력 부족, 시설과 설비의 낙후성, 재정난의 심화, 졸업생수의 정체와 청년실업의 가중 등의 심각한 문제를 안고 있다. 이러한 대학현실과 PISA 및 세계 대학평가에서의 저조한 결과에 자극을 받아 독일은 최근 대학개혁을 다각도로 추진하고 있다. 이 중 엘리트 대학의 육성, 학·석사 제도의 도입, 주니어 교수제, 대학재정개혁과 학생등록금 도입 등은 주목할 만하다. 독일 대학교육개혁의 비교적 고찰에서 학문적 흥미의 자유로운 전개, 학문과 직업의 연계성을 유지하려는 독일대학의 장점을 인정하면서도 무엇보다도 대학이 세계적 변화추세에 능동적으로 대처하지 않으면 국가간 경쟁에서 살아남을 수 없다는 점을 배워야 할 것이다.

영문 초록

The purpose of this paper was to diagnose the current state and reformation policy of german higher education in order to seek suggestions to our universities. The statistical data show that the german universities are suffering from the increasing number of students, the shortage of teaching staffs, the increasing rate of student's drop out and unemployment and critical financial problems in higher education. The reformation of german higher education began with these problems and the results of international assessments such as PISA and the world's best universities. The paper explained it focused on elite universities, Bachelor-Master system, Junior Professor and the financial reformation through student's fees. The case of Germany makes it clear that the reformation policy of higher education for global standards should be regarded as national survival strategies for the future. On the base of excellence, efficiency, responsibility and equity we should try to accomplish Brain Korea 21 project as our elite universities program and to learn positive sides of german systems such as self-regulated academic plans of students, productive dialogs between another disciplines and the binding academic studies with the profession.
