국문 초록

본 논문은 대학 학자금 지원 제도의 국제적인 동향을 파악하여 우리 정부의 학자금 지원제도의 개선에 필요한 시사점을 도출하기 위해서 수행되었다. 이 목적을 위해서 본 논문에서는 대학 학자금 지원 제도의 주요 요소인 “지원 유형, 지원 범위 및 지원기준, 상환방법”을 준거로 삼아 OECD 선진국인 미국, 영국, 네덜란드 및 일본의 제도를 비교 분석하였다. 다양한 학자금 지원 프로그램을 정부 재원뿐만 아니라 민간 재원으로 운영하고 있는 미국, 학자금의 융자와 상환을 학생 소득과 연계하고 있는 영국, 학업 성적과 학자금 보조를 연계하고 있는 네덜란드, 그리고 학생의 성적 및 가계 소득과 학자금 융자를 연계한 일본 사례에 대한 비교를 통해서 다음과 같은 시사점을 도출할 수 있었다. 첫째, 고등교육재정 운영의 효율성과 형평성을 높이기 위해서 일반 학생을 위한 학자금 융자 이외에도 저소득층 학생을 위한 학자금 보조 제도를 도입할 필요가 있다. 둘째, 학생들이 경제적 형편에 상관없이 학업에 전념할 수 있도록 학비뿐만 아니라 생활비를 지원할 필요가 있다. 셋째, 학생의 경제적 필요 외에 소득, 자택외 통학 여부 등에 따라 학자금을 차등 지원할 필요가 있다. 마지막으로, 학자금 지원 목적과 교육비 환수 목적을 효과적으로 달성하기 위하기 다양한 상환방법을 도입할 필요가 있다.

영문 초록

This study aims to draw policy implications for the Korean government's student aid program by examining international trends. For this purpose, the study compared four OECD countries(the United States, the United Kingdom, the Netherlands, and Japan) and their student financial aid programs, aid coverage, factors in determining beneficiaries, and repayment plans. Each countries' student aid system has unique characteristics: The United States offers both private funds as well as the government funds; UK bases its aid on a student's and his family's income level; the Netherlands provides students with performance-related grants based on student's academic achievement; and Japan determines student aid by looking at a student's academic achievement and his family's income level. The comparison of these four systems suggests several policy implications for the Korean government. First, the government should provide grants for poor students and loans for others to improve the equity as well as the efficiency in financing higher education. In addition, it should provide aid for tuition and living expenses. It should also consider such factors as student's financial ability and whether she is living at her parent's home in determining the total amount of student aid. Lastly, it should offer various loan repayment plans for students.
