영문 초록

Recently, international trend of Juvenile criminal justice is moving from punishment to judicious guidance. In Korea, specially, although the number of Juvenile crimes is decreasing, the substance of Juvenile crimes has no differences and Juvenile crimes are coming out lower-aging and high re-criminalization quantitatively. Therefore, the traditional Juvenile justice system is not effective measure to achieve Juvenile crimes prevention, so you are examined the introduction of police diversion. Police diversion in foreign countries already addressed the problems by diverse method of criminal discipline. In Korea, the differences of judicial system should address principle of law to avoid theoretical conflict, and from the practical function perspective, additional management enforce to carry national policies. Presenter briefly exams and proves necessity of police diversions to adapt the Caution in term of judicious guidance. In the argument, not only police diversion but also additional method which effectively support police diversion were examined.
