부산시 공동주택 리모델링에 대한 의식조사 연구

국문 초록

본 연구는 부산시 공동주택 입주민의 리모델링에 대한 의식을 조사분석하고 향후 리모델링의 정책적 시사점을 모색하였는데 설문조사 결과의 주요내용을 종합하면 현 거주 공동주택의 주거환경에 대한 종합적인 만족도는 높지 않으나 공동체 의식 및 질적 주거환경채선에 대한 관심이 높은 것으로 나타났다. 그리고 공사비의 부담 및 주민의 견취합 어려움으로 리모델링 사업추진의 어려움이 예상되나 80% 이상이 리모델링의 필요성에 대해선 인식을 가지고 있었다. 아울러 리모델링 사업추진을 위한 장기수선충담금의 정수 및 정부당국의 금융지원 등을 통한 리모델링 활성화에 70%가 긍정적인 응답을하였다. 개별세대의 경우 60% 정도가 향후 리모델링 계획이 있으며 수평적 중축에 대한 욕구가 높게 나타났다. 한편 리모델링에 대한 정부정책에 대해서는 재건축에 대한 규제완화와 재건축의 지속적인 규제가 비슷하게 나타냐는 둥 리모델링에 대한 의식이 점차 높아지고 있음을 알 수 있다. 한편 정책적 시사점으로 첫째, 공동주택 입주면의 리모델링 필요성에 대한 인식제고와 아울러 부산시 차원의 지속적인 홍보 및 시범사업추진이 필요하다. 둘째, 공동주택 유지관리 및 리모델링 관렵법의 규제완화와 체계적인 정비 빛 관련법령의 일원화가 필요하다. 셋째, 공용부분 리모델링을 위한 장기수선충담금의 적립대상 및 적립요율에 대한 제도강화가 필요하다. 넷째, 금융지원 확대를 통한 리모델링 활성화를 위해 조세감면, 저리융자, 소득공제 등의 제도적 뒷받침이 필요하다. 다섯째, 재건축사업에 대한 일정수준의 규제 및 당국의 리모델링 사업 지원확대와 아울러 리모델링 사업의 의무화에 대한 정책적 검토도 필요하다. 여섯째, 부산시의 리모델링 여건 및 입주민 의식을 감안한 리모델링 사업추진방안에 대한 사전 검토가 필요하다.

영문 초록

This study analyses the residents' views on remodeling of their apartment houses and suggests several political measures. According to the survey, these residents' comprehensive satisfaction level on their residential environment is not high, whereas their community views and interests in qualitative improvement on residential environment is high. More than 80% of these residents felt the necessity of remodeling in spite of remodeling cost and the difficulty in obtaining their overall consent. 70% of residents showed the positive responses in collecting long-term cost of repair for remodeling and financial support by the government authority concerned for the activation of remodeling. 60% of individual household indicated its plan for future remodeling and showed high desire for extension of each housing unit. As for the housing policy, the likeness in both the relaxation and restriction on reconstruction regulations indicates the increasing interests in remodeling by the government. As for political measures, this study presents several suggestions. First, residents of apartment houses should consider the necessity of remodeling. Busan City Government should also consistently publicize the necessity of remodeling and promote the remodelling of a model apartment house as well. Second, the maintenance of apartment houses, relaxation of regulations relevant with remodeling, systematic consolidation, and the unification of regulations are necessary. Third, institutional reinforcement of the reserve fund subjects and the ratio of long-term cost of repair is necessary. Fourth, for the extension of financial support, institutional activation, such as reduction of tax, low-interest loan, and income tax deduction, is necessary. Fifth, regular regulations for reconstruction projects and extension of remodeling project support as well as political examination of remodeling obligations are necessary. Finally, preparatory examination of remodeling methods concerning remodeling conditions and residents' views in Susan is necessary.
