빈곤층 변화 요인분석 - Sen 지수를 중심으로 -

국문 초록

본 논문은 1996년과 2000년의 「가구소비실태조사」자료를 이용하여 절대적 빈곤선을 기준으로 빈곤의 변화를 계측하였다. 1996년과 비교하여 2000년의 빈곤상테(빈곤율·빈곤갭비율.·Sen 지수)는 악화되었다. 빈곤악화를 요인별(빈곤율효과·빈곤층의 평균소득효과 빈곤층 사이의 소득분배효과)로 분석한 결과, 빈곤율효과와 빈곤층 사이의 소득분배효과는 (+)로, 빈곤층의 평균소득효과는 (-) 로 계산되었다. 2000년에 새롭게 진입한 빈곤층이 많았으며, 이들로 말미암아 빈곤층 사이의 소득분배 격차가 커진 것으로 나타났다. 빈곤이 가장 큰 폭으로 악화된 계층은 근로자가구의 경우 부부가구, 홀부모와 부양가족이 하나나 둘인 가구, 비근로자가구의 경우 부부와 부양가족이 둘이상인 가구이었다. 빈곤층에 속한 근로자가구에 대해서는 일용직·임시직을 정규직화하는 방안을 검토해야 할 것이다. 비근로자가구에 대한 정책으로는 근로 능력이 있는 가구를 위해서 일자리를 창출해야 하고, 근로 능력이 없는 가구에 대해서는 소득 보전 방안을 강구해야 할 것이다. 영문 초록

In this paper, using the "National Survey of Household Income and Expenditure", poverty in 1996-2000 is examined, concentrating on changes between socio-demographic groups. From 1996 to 2000, there were large increases in poverty. A poverty index(Sen index) may be decomposed into changes in three effects: the proportion of poor effect, the average (poor) income shortfall effect, the distribution among the poor effect. The decomposition shows that the contribution of the average income shortfall had the opposite sign to that of the contribution of the proportion of poor. This means that where there were larger proportions of poor, there were smaller average income shortfall. The signs of the distribution of poor income effects were same as the proportion of poor effect. The interpretation of the signs is that where the proportion of poor was high, there was also higher variance of poorer incomes leading to greater contributions to poverty from the distribution of poor income effects. The largest increases in poverty occurred among working couples, among working single parent with dependents ranging from one to two and among non-working couples with dependents. The main thrust of poverty alleviation should be towards these families.
